shillings current money of New York yearly and every year, the first payment to begin 1765, the first day of May; it is further agreed that the said John Christie nor Margaret his wife are not to rent or sell the Land without consent of the Corporation on forfeiting the Land and the buildings thereon erected. Ordered and Resolved that the Mayor, on behalf of the Mayor, Aldermen and Commonalty, execute Deeds for the two above mentioned peices of ground and cause the City Seal to be thereunto affixed. At a Common Council held for the City of Albany 9th October, 1762. Resolved that the following Letter be sent to his Excellency Sr Robert Monctin, Governour for the Province of New York: May it please your Excelley-The Corporation being informed that his Majestys third Battalion of the Regiment of Royal Americans is hourly expected at New York, from whence they are to be sent here to be quarta the ensueing Winter, which has caused great consternation among the people, as this City has been greatly burthened this War with Troops even beyond its abilities, the Corporation most humbly implore your Excellencys interposition, that no Officers or Soldiers be billoted on any of the Inhabitants of this City as we are fearful in case they should it would give great disturbance. Ordered that the Mayor in behalf of the Corporation sign the above Letter. At a Common Council held for the City of Albany on the 13th Oct. 1762. Volkert P. Douw, Esq', produced an Account of the neat amount of Lycences granted by him since his mayoralty, and paid £61:9 to Harme Gansevoort for the use of the Corporation, being the one half of what he has received in pursuance of an agreement made with him the 19th October, 1761. Also £9 for six freedoms given by him, which was also paid to Harme Gansevoort. Ordered that Harme Gansevoort deduct £8:1 out of the above money for his fees for fixing the City Seal to the Lycences and freedoms as an Ordinance of the 19th October, 1761. Cornelis Ten Broeck, Esq', produced an Account of £8:7:6, which is allowed, and that the Clerk give an order upon the Treasurer to pay the same. Mr. Henry I. Bogart produced an Account of £1:11:3, which is allowed. and that the Clerk give an order to pay the same. Ordered the Clerk give an order upon the City Treasurer to pay Thomas Williams £30:14:6, being the amount of his Account since September, 1760, viz1, the reduction of all Canada, the Kings Birth day, Novr 1760, reduction of Martinico, and declaration of the Spanish war against Spain. At a Common Council held for the City of Albany 14th October, 1762. Volkert P. Douw, Esqr, produced a Commission appointing him Mayor and Clerk of the Market for the City of Albany & Coroner for the City & County of Albany for the ensueing year, took the Oaths appointed by Law, signed the Test and sworn to the due execution of the offices. Harmanus Schuyler, Esq, produced a Commission appointing him Sheriff for the City and County of Albany, took the Oaths appointed by Law, signed the Test and sworn to the due execution of his office. Peter Lansing, Sybrant Van Schaick, Jun', Jacob Ten Eyck, Hendrick M. Roseboom & Cornelis Ten Broeck, being chosen for Aldermen for the ensueing year, took the Oaths appointed by Law, signed the Test and sworn to the due execution of their office. Hendrick I. Bogart, Albert Ryckman, Gysbert Fonda, John Hansen, Abraham Ten Broeck and John Gansevoort, Assistants, took the Oaths appointed by Law, signed the Test and sworn to the due execution of their office. John Frans Pruyn, High Constable, Thomas Seeger, John D. Groesbeeck, John A. Bratt & William Roger, Jun', took the Oaths appointed by Law, signed the Test and sworn to the due execution of their office. At a Common Council held for the City of Albany on the 26th day of October, 1762-Present, the Mayor, Recorder, Sybrant Van Schaick, Jun', Peter Lansingh, Hendrick Roseboom, Cornelis Ten Broeck, John Hansen, John Gansevoort, Henry I. Bogart, Gysbert Fonda, Albert Ryckman. Volkert Douw, Esqr, being chosen Alderman for the ensueing year, took the Oaths appointed by Law, signed the Test and sworn to the due execution of his office. Francis Martin produced an Account of £1:12, which this Board allows. This Board allows Jacobus Reatliffs £5 for last years Sellary as Bell ringer. Ordered that the Clerk sign an order upon the City Treasurer to pay the above persons, by order of Common Councill. At a Comon Council held for the City of Albany, on the 3d day of November, 1762. Resolved that five Lottery Tickets be taken in behalf of the Corporation in the new Lottery, which Number are as follows: 7717, 7718, 7719, 7720 & 7721. Ordered that the Mayor take the same to New York. Ordered by this Board that the Clerk give an order upon the City Treasurer to pay Johannis I. Pruyn £1:7 which being the balance of his account. This day sold to Johannis N. Grosbeeck & Harme Groesbeek a certain parcel of wood Land lying and being att Schagkook on the North side of the Creek adjoyning the Land heretofore sold by the Corporation to the above named Johannis N. Groesbeek, containing thirty-one acres of wood Land, for which they agree to pay £6 currant money of the Province of New York, as also the yearly rent of four Skipple of good merchantable Winter Wheat, the first payment to begin in the months of January or February in the year of our Lord 1764. This Board appoints the following persons Fire Masters for the ensueing year, to witt: Volkert Van Veghte, Barent I. Staats, first ward. Ordered that the Warrents be given to the Fire Masters for each ward and that the Clerk sign the same, by order of the Common Council. Order'd that the Clerk sign an order upon the City Treasurer to pay to Thomas Seeger £9 for one years Sellary. At a Common Council held for the City of Albany 23d December, 1762. This Board orders the Clerk to give an order upon the City Treasurer to pay Mr. Philip Reyley £6 for his attending the Town clock from the 21 day of December, 1761, to the 21 December, 1762. At a Common Council held for the City of Albany 31st December, 1762. An Ordinance renewed and published to prevent unruly Riding. At a Common Council held for the City of Albany 10th January, 1763. Volkert P. Douw, Esqr, delivered to the Clerk £4:5, received out the New York Lottery for one prize Ticket, the other four were Blanks. Resolved by this Board that no freedom be given to a Merchant under £3:12, and a Tradsman £1:16, out of which the Mayor is to have twelve shillings for his own use and the remainder to be returned to the Clerk, who is to deduct one shilling for his use for affixing the Seal to each freedom or any other instrument. And like wise that any three of the Aldermen of this City may grant a freedom under the same Restrictions above Resolved. It is also Resolved that no Lycense be granted to any Tavernkeeper then what is sealed with the City Seal, for which each person is to pay twenty shillings unless the Mayor shall think them such objects as are not able to pay it, that then he is at liberty to take twelve shillings, one half of all the Lycense so granted to the use of the Mayor and the other half thereof to be returned to the Clerk for the use of the City, one shilling to the Clerk for each Lycense he affix the Seal to and keeping an exact account thereof. Messrs Volkert Douw, Henry Bogart & John Hansen, a Committee appointed by this Board to settle the Accounts with the City Treasurer and make report to the Corporation. At a Common Council held for the City of Albany on the 5th February, 1763-Present, the Mayor, Recorder, Cornelis Ten Broeck, Hendrick Roseboom, Syb Van Schaick, Jun', Volkert Douw, Peter Lansing, Jacob Ten Eyck, Henry Bogart, John Hansen, Abm Ten Broeck, John Gansevoort, Gysbert Fonda, Albert Ryckman. This Board ordered that the following Letter be sent to Mr. William Smith, Jun', and that the Clerk sign the same in behalf and by order of Common Council, viz1: William Smith, Jun', Esqr-The Corporation have received the opinion of your self, Mr. Smith your father, William Livingston & John Morine Scott, Esq, relateing to the Boundaries of the City of Albany, they are disireous to have the Land which by your opinion you judge vacant, and would imploy you to take such steps as will be necessary to that end, and will amply reward you for your trouble and expence therein. The Corporation would be glad to know wether it would be best to take it by a Patent or an additional Charter, but they are inclin'd to have it by additional Charter and to add some other priviledges to it, if his Excellency should think proper, and what you imagine the expence might be to obtain the same, and how long a time it might take up to have this affair entirely settled if his Excellency should incline to it, for the Corporation would chuse to make as short of it as possible. Your answer first post will much oblige the Corporation. An Ordinance for preventing of Chimneys catching on fire. Be it ordained by the Mayor, Recorder, Aldermen and Assistants of the City of Albany convened in Common Council, and be it ordained by the authority of the same, That whereas of late several Chimneys been on fire in this City by the carelessness of the Inhabitants in not having them swept, for preventing the same it is ordered by the authority of the same, that if any Chimney shall catch fire after the tenth day of this instant month of February, the owner or possessor of such house shall be fined in the sum of three pounds, to be recovered before the Mayor, Recorder, or any one of the Aldermen of this City. This Board allows the following Accounts and that the Clerk sign an order upon the City Treasurer to pay the same viz, : To Wilhelmus Van Antwerp for repairing the Pump in 3d ward, £7. To Jacob C. Ten Eyck for his disbursement in repairing the pump in the first ward, £2:19:9. This Board bought of William Brefit a bound Servant* named James Nox, to be their publick whipper for the sum of £9 to serve the residue and remainder of his time as by the Indenture may more fully appear. This Board agreed with Thomas Seger for the boarding of the said James Nox at the rate of four shillings week, the Corporation to find his waring apparel. Ordered that the Clerk sign an order to pay the said Williem Brefit £9 according to the above agreement. Resolved by this Board, that Gerrit Roseboom pay to John Roseboom, City Treasurer, the sum of £40 current money of New York, according to the Resolution entered the Minutes of Common Council, dated the 2d day of October in the year of our Lord 1758. Ordered that the Clerk pay John M. Beekman £10 for five Lottery Ticket bought the third day of November last past. At a Common Council held for the City of Albany on the 28th day of February, 1763. Memorandum, That whereas a Release from the Corporation to Peter Viele certifies that the annual Rent to be paid of five Skipple Wheat for the Lands mentioned in the deed, and whereas the Mayor, Aldermen and Commonalty find that by mistake the five Skipple was inserted instead of four Skipple, as by the Minutes entered in this Book the 31st day of August in the year of our Lord 1762 may appear, it is therefore Resolved by *See p. 150, Joseph Knox. He does not seem to have been a slave, although slavery at this time pervaded all the provinces. Slaves were purchased in New England or of New England men. A certificate of the sale of a black girl about 13 years of age, given on the 7th July, 1762, by John McClister of Connecticut to Jacob Lawyer of Schoharie, for the sum of £60 ($150) New York currency, will probably show the average value of female slaves at this time. At a later period able bodied male slaves sold as high as $250. When slaves were purchased out of the colony, a duty was required to be paid on them, as the following certificate of the Mayor of Albany will show : Theas are to Certify yt Nine negro men and women has been imported into ye county of Albany from New England, and according to an act of ye Governor, ye Council, and the general Assembly, William Day has paid ye Duty for said negro men and women: Witness my hand this 20th day of Aug. 1762. VOLKERT PR. Douw, Mayor." Five of the above slaves were sold in Schoharie. Simms's Hist. Schoharie Co., 98. this Board that the Mayor shall certify on the back of the said Deed that only four Skipple annually shall be paid by vertue of the above Resolution. Memorandum, That a Deed from the Corporation to Johannis N. Groesbeek certifies the annual Rent to be paid in the months of January or February in the year of our Lord 1763, and whereas the Mayor, Aldermen and Commonalty find that it is a mistake and that no Rent should be paid before the months of January or February in the year of our Lord 1764. Ordered that the Clerk sign an order upon the City Treasurer to pay the following persons for their Accounts produced and allowed by this Board. To Jacobus Van Sante for Carpenter work and disbursements, £7:6:9. To Sybrant Van Schaick, Jun, for sundry disbursements, To Andriaen Bratt, To Thomas Seger, six Skipple Wheat. 2:8:9. 1:0:0. Marte Mynders produced an Acct which is allowed, £12:14. Ordered that the Clerk sign an order upon the Treasurer to pay the above accounts: Cost of the fire Engine in London, £68:13:8 @95 cent advance, Freight from London to New York, Interest on the Note of £104:10, from the 26 March, 1762, to this day, which note is delivered up to this Board, £134: 1:0 19:14:0 5: 4:6 £158:19:6 The above sum of £158:19:6 is allowed to Ha: Gansevoort for his disbursements for the fire Engine. Ordered that the City Treasurer pay the said sum of £158:19:6 to the said Harme Gansevoort and that the Mayor sign the same, by order of Common Council. Ordered that Johannis N. Groesbeek pay the City Treasurer the Bond of £100 that is now payable and that the said Johannis N. Groesbeek and Harme Groesbeek pay the six pounds for the wood Land they bought of this City last Fall to the Treasurer. At a Common Council held for the City of Albany on the 6th April, 1763.
