And further, We do by thefe prefents, for us, our heirs and fucceffors, give and grant unto the faid corporation of the chamber of commerce in the city of New-York, in America, and their fucceflors forever, that this our prefent charter fhall be deemed, adjudged and conftrued in all cafes most favourably, and for the best benefit and advantage of our faid corporation, and for promoting the good intentions and defigns herein before exprefled, inducing us graciously to grant the fame; and that this our prefent grant being entered on record as herein after is expreffed, or the enrollment thereof, fhall be forever hereafter good and effectual in law, according to our true intent and meaning herein before declared, without any other licence, grant or confirmation from us, our heirs, and fucceffors hereafter, by the faid corporation to be had or obtained, notwithflanding the not reciting or mifrecital, or not naming or minaming of the aforefaid offices, franchifes, privileges, immunities, or other the premifes, or any of them; and although no writ of ad quod damnum, or other writs, inquifitions or precepts, hath been upon this occafion, had, made, iflued or profecuted; any flatute, act, ordinance or provifion, or other matter, or any thing to the contrary thereof, in any wife notwithstanding. CHAP. XXXI.

An ACT for the Regulation of Pilots and Pilotage for the Port of New-York,
and for other Purposes therein mentio ed.

HEREAS the fafety of the navigation to and from the port of New-
York, will be much promoted by the establishment of proper regu-

lations for the pilots, and of their rates of pilotage.

II. III. And for the encouragement of fuch pilots who thall diftinguish themfelves by their activity and readiness to aid and affift any ship or vefiel appearing in diftrefs, and in want of a pilot on the coast; Be it further enacted by the authority aforefaid, That the mafter or owners of fuch ship or velel, fhall pay unto fuch pilot or deputy, who fhall have exerted himself for the prefervation of fuch fhip or vellel in manner aforefaid, fuch fum for extra fervices as the faid mafter or owner, and pilot or deputy can agree upon; and in cafe. no fuch agreement can be made by the parties, the matter and wardens, or any three or more of them, are hereby empowered to ascertain what in their opinion is a reasonable reward; which fum fhall be collected in the manner by this act directed for the collection of pilotage.
