be discharged from actual service and laid up in ordinary, such of the frigates and public armed vessels, as in his judgment a due regard to the public security and interest will permit.

SEC. 2. And be it further enacted, That so much of the first section of an act, entitled "An act to authorise the employment of an additional naval force," passed at the last session of Congress, as requires the public armed vessels to be stationed at such ports and places on the sea coast, or cruise on the sea coast of the United States and territories thereof, be, and the same is hereby repealed.
