BEGUN and held at the capitol, in the city of Washington, in the Ter ritory of Columbia, on Monday, the second day of December, in the year of our Lord one thousand eight hundred and forty-four, being the second session of the TWENTY-EIGHTH CONGRESS, held under the Constitution of the Government of the United States.

On which day, being that fixed by the constitution of the United States for the meeting of Congress, John W. Jones, the Speaker, (one of the representatives from the State of Virginia,) and the following named members of the House of Representatives, appeared and took their seats, viz:
