Ordered, That when this House adjourns to-day, it adjourn to meet on Monday next.

Resolved, That all petitions and memorials presented to this House at the last session of Congress, and referred to the several standing commit

On motion of Mr. Burke,

Resolved, (the Senate concurring,) That a joint committee of three members of each House be appointed to direct and superintend the expenditure of all moneys appropriated for the purchase of books for the library of Congress, and all such other matters pertaining to said library not otherwise provided by law.

Mr. Burke, Mr. Marsh, and Mr. Lyon, were appointed of said committee on the part of this House.

The House resolved itself into the Committee of the Whole House on the state of the Union; and, after some time spent therein, the Speaker resumed the chair, and Mr. Cave Johnson reported that the committee. having, according to order, had the state of the Union generally under consideration, particularly the bill (No. 432) to establish a uniform time for holding elections for electors of President and Vice President in all the States of the Union, had come to no resolution thereon.

Mr. Johnson, from the same committee, further reported that the said committee having, according to order, had the state of the Union generally under consideration, had come to sundry resolutions thereon; which were severally read, and concurred in, viz:

1. Resolved, That so much of the annual message of the President of the United States to the two houses of Congress at the commencement of the present session as relates to our foreign affairs, together with the accompanying correspondence in relation thereto, be referred to the Committee on Foreign Affairs.

2. Resolved, That so much as relates to the condition of the treasury, to treasury notes outstanding, to the payment of the debts of the United States, to the stocks of government, and the re-enactment of a law establishing a sinking fund, to the depositories of the public moneys, and the favors of government in connexion therewith, to the connexion of the
