SEC. 24. That the provisions of Sections 11 and 18 of this act, relating to the appointment and organization of the Commission herein provided for, shall take effect immediately, and the remaining provisions of this act shall take effect sixty days after its passage.

On March 22d the President appointed the following persons to compose the InterState Commerce Commission: Thomas M. Cooley, of Michigan, Chairman; term, six years. William R. Morrison, of Illinois; term, five years. Augustus Schoonmaker, of New York; term, four years. Aldace F. Walker, of Vermont; term, three years. Walter L. Bragg, of Alabama; term, two years.
