REPORT OF REPRESENTATIVE TO INTERNATIONAL MEDICAL CONGRESS AT Moscow.

Dr. Florence W. Hunt presented the following report.*

On motion of Dr. Johnson, the thanks of the Board were extended to Dr. Hunt for her very thorough, interesting and instructive report, and it was ordered to be received, spread upon the minutes and published in full in the annual report.

BILL OF GEE AND BARNES.

The Secretary reported that he had investigated the facts in the matter of the bill presented by Messrs. Gee and Barnes at the June meeting, and recommend that the same be paid.

On motion of Dr. Hunt, the bill was ordered paid.

CERTIFICATE REVOKED.

Proof being furnished that the diploma presented by Francis C. A. Goerss was a forgery, the Secretary recommended that the certificate issued him be revoked.

On motion of Dr. Johnson, said certificate was ordered revoked.

AUTHORIZATIONS FOR PROSECUTION.

On motion of Dr. Johnson, the following resolution was adopted:

Resolved, That the State Board of Health of Illinois, in order to secure an efficient enforcement of the Medical-Practice Act of the State, hereby empowers the Secretary to authorize and contract with any reputable attorney to prosecute any given suit for violation of the act, after he shall have examined the prima acie facts of the case, and shall be in possession of sufficient evidence to justify him in forming the conclusion that the act has been violated.

BILL FOR QUARANTINE AT CAIRO.

Sidney B. Miller, sheriff of Alexander county, presented a bill of $280.00 for establishing and maintaining the quarantine of the Marine Hospital at Cairo, ordered by the Secretary of the Board. On motion of Dr. French, the bill was ordered paid.

EXAMINATION OF NON-GRADUATE APPLICANTS FOR CERTIFICATES. On motion of Dr. Wessel, the following resolution was unanimously adopted:

REQUIREMENTS CONCERNING NON-GRADUATE APPLICANTS FOR LICENSE TO PRACTICE MEDICINE IN ILLINOIS.

Resolved, That after May 1, 1898, all non-graduate applicants for license to practice medicine and surgery, who are examined in accordance with the provisions of the Medical-Practice Act, in addition to the requirements already exacted, must present as evidence of a satisfactory preliminary education, either:

1. A diploma or certificate of graduation from a high school.

2. A certificate of having passed the matriculation examination of a recognized literary or scientific college.

3. A certificate of successful examination by the faculty of any reputable university or college of arts or science (not members of a medical college faculty), by the State Superintendent of Public Instruction of Illinois, or by the principal of a high school in Illinois, in the following branches: English Grammar, Arithmetic, Elementary Physics, United States History, Geography and Latin (equivalent to one year in a high school.)

Each candidate will also be required to present a certificate from a medical college in good standing with this Board, attesting that the applicant has: 1. Pursued a study of practical anatomy in said college for at least one term, and has made dissections of the entire cadaver.

2. Taken at least one full course in operative surgery and practical obstetrics.

3. Personally attended six or more cases of labor.

Bacteriology will hereafter be included in the subjects of the non-graduate examination.

EXAMINATION OF MIDWIVES.

On motion of Dr. Meyerovitz, the resolution of the Board adopted January 28, 1892, was amended as follows:

1. Resolved, That, besides presenting proof of good moral character, all applicants for the State certificate conferring the right to practice midwifery in Illinois, except graduates of colleges of midwifery recognized by this Board, must also pass a satisfactory examination by the Board in the following branches, to-wit:

1. Anatomy of the pelvis and the generative organs of woman. 2. Physiology of menstruation and conception. 3. The signs of pregnancy. 4. Mechanism of labor. 5. Management of normal labor. 6. Management of abnormal labor. 7. Puerperal hygiene and antisepsis. 8. Special care of mother and infant.

The fee for examination will in all cases be that prescribed by law, viz.; $10.00.

MEMBRANOUS CROUP.

On motion of Dr. Johnson, the Board expressed the opinion that the great majority of cases of so-called membranous croup are diphtheria of the larynx, and that it is impossible, without a bacteriologi cal examination, to differentiate diphtheritic from non-diphtheritic croup, all cases of so-called membranous croup should, in the interest of the public health, be considered diphtheria so far as isolation, quarantine and disinfection are concerned.

On motion of Dr. Hunt, a Jewish midwife named Ida Killman, was granted the privilege of an oral examination before Dr. Meyerovitz.

The papers of the following named non-graduates in medicine and midwives were referred back to the original examiners for re-rating: Non-graduates-Ferd Hofman, E. W. Murray.

Midwives-Martha Bulow, Johanna Amundsen, Manna Bendetta, K. Hartman, Julia Badziany, Meta Koch, Mary Dietrich, Ovida Kristoffersen, Marie Karaz, A. C. Couchard, Teresa Feder, Rosalie Valach, Mary Dolejs. The minimum rating on the papers was 75 per cent, and the maximum 79 per cent.

REPORT OF THE AUDITING COMMITTEE.

The Auditing Committee reported that they had examined the Treasurer's report and vouchers therewith, for the past quarter, and all accounts paid during the quarter out of the funds pertaining to the regular appropriation and contingent fund of the Board, and approved the same.

On motion of Dr. Hunt, the Board adjourned.
