TO THE READER.

A DIFFERENCE of opinion having occurred between the governor and the council of this State on the powers conferred, and the consequent duties imposed on them respectively, by the constitution and laws, of a nature too extensive to admit of compromise, without an entire sacrifice of principle; which had already embarrassed and threatened more serious difficulties in the administration of the executive department, the governor deemed it his duty to submit the subject to the legislature; his conduct, in this instance, has not passed uncensured. It is difficult, perhaps, after. long reflection, to devise any other satisfactory mode of procedure. A precedent, not materially variant, had occurred in New-York, where similar conduct in the chief magistrate had excited no unfavourable criticism, but had produced a convention, which fixed the question for the future, without deciding the pre-existent right. In Maryland, the legislature themselves are possessed of all the powers of a convention, when exercised in the mode prescribed; it would seem, therefore, that this mode has been resorted to here with still greater propriety.
