expenses of implementing and operating a statewide network of occupational health clinics for diagnostic, screening, treatment, referral, and education services. Funding shall be provided to not-for-profit organizations for operational expenses and purchase of equipment. Up to $318,700 may be used by the department to administer and coordinate grants to occupational

health clinics and to develop operating standards and protocols for such clinics. In establishing such standards the department shall
