The Intergovernmental Personnel Act of 1970 authorizes the U.S. Civil Service Commission to make grants to State and local governments to strengthen their management capabilities through training and the development of fair and effective systems of personnel management for improved delivery of public services.

State and local governments are faced with increasingly pressing and complex organizational and managerial problems. At a time of declining revenues they must make every effort to increase the effectiveness of their operations to maintain adequate levels of crucial public services.

Over the past four years, $52.5 million in IPA grant funds have been available to State and local governments
to improve their management capacity. The overwhelming testimony of State and local officials is that these dollars
have had a significant payoff. Case studies of a variety of projects show that the IPA grant program has: (1) led
to direct savings in operating expenses, (2) developed more effective managers and supervisors, (3) developed more
equitable pay systems, (4) enhanced labor-management relations, and (5) resulted in more effective equal employment
opportunity programs.

To continue the momentum generated thus far by the IPA grant program, and meet the most critical State and
local personnel management needs in FY 1976, an appropriation of $15,000,000 is requested. This is the same
funding level as authorized for FY 1975, and will continue support of the highest priority improvement projects.
IPA grant funds disbursed (outlays) are estimated to total $15,000,000 in FY 1976, an increase of $600,000 from
the current year.

To most effectively channel Commission efforts under IPA as the personnel management needs of State and local governments continue to change, an intensive evaluation of the benefits of the program is being undertaken, targeted for completion in FY 1976.

An increase of $300,000 and 2 positions is required in order to evaluate and assess the benefits derived thus far under the IPA, which will provide guidance for future program direction and emphasis. In addition, an improved Information system to monitor program progress will be developed in FY 1976.

To further the goals of the Intergovernmental Personnel Act, and to foster the development of good personnel
management practices through merit-based programs, the Commission provides advice and assistance to State and
local governments in the field of personnel management.

Presently, a large percentage of the 38,000 local government units in the United States are encountering serious
problems in achieving equal employment opportunity objectives; complying with the mandates of recent court decisions
relating to employee selection practices; dealing equitably with unions and employee organizations; and responding
to public demands for better public services without increased taxes. Many problems result from the lack of
comprehensive merit-based personnel systems and limited abilities to institute modern personnel management practices.

Under authority of the IPA Act the Commission provides training opportunities and develops training curricula
and materials to meet employee development needs of State and local governments. Increases in employee participa-
tion at Commission training courses and the utilization of alternative delivery methods, such as correspondence
training, will require an additional $450,000 and 12 positions in reimbursements. Employees receive instruction
in the areas of personnel administration, financial management, and supervisory skills.
