Sur le certificat international de route, tel qu'il sera délivré dans tel ou tel des États contractants, la page de couverture, la première feuille intercalaire et la dernière feuille sont libellées dans la langue prescrite par la législation dudit État. Les autres feuilles intercalaires, en nombre égal a celui des autres États contractants, sont libellées chacune dans la langue du pays correspondant.

La traduction définitive des rubriques du carnet dans les différentes langues sera communiquée au Gouvernement de la République française par les autres Gouvernements, chacun en ce qui le concerne.

La marque distinctive du pays d'origine est constituée par une plaque ovale de 30 centim. de largeur sur 18 centim. de hauteur, portant une ou deux lettres peintes en noir sur fond blanc. Les lettres sont formées de caractères latins majuscules. Elles ont, au minimum, 10 centim. de hauteur; leurs traits ont 15 millim. d'épaisseur. Les lettres distinctives pour les différents pays sont les suivantes* :

En exécution de l'article X, § (a), de la Convention internationale relative à la circulation des automobiles, signée à Paris, le 11 octobre, 1909, les soussignés, représentants des Puissances co-signataires, se sont réunis au Ministère des Affaires Étrangères pour procéder au dépôt des ratifications des hautes Puissances contractantes.

Les instruments des ratifications de Sa Majesté le Roi du Royaume-Uni de Grande-Bretagne et d'Irlande et des Territoires britanniques au delà des Mers, Empereur des Indes; de Sa Majesté l'Empereur d'Allemagne, Roi de Prusse; de Sa Majesté l'Empereur d'Autriche, Roi de Bohême, &c., et Roi Apostolique de Hongrie; de Sa Majesté le Roi des Bulgares; de Sa Majesté le Roi d'Espagne; de M. le Président de la République française ; de Sa Majesté le Roi d'Italie; et de Son Altesse Sérénissime le Prince de Monaco, ont été produits et ayant été, après examen, trouvés en bonne et due forme, sont confiés au Gouvernement de la République française pour être déposés dans les archives du Ministère des Affaires Étrangères.

Les Gouvernements de Belgique,* de Grèce, de Monténégro, des Pays-Bas,† de Portugal,† de Roumanie,† de Russie* et de Serbie, ont déclaré qu'ils n'étaient pas en mesure de déposer aujourd'hui l'instrument de leurs ratifications, et ont demandé à user de la faculté, qui leur est réservée par le paragraphe (d) de l'article X, d'accomplir ultérieurement cette formalité.

Le Gouvernement français donnera avis de ces dépôts successifs aux Puissances contractantes.

Fait à Paris, le 1er mars, 1910, en un seul exemplaire, dont une copie certifiée conforme sera remise à chacun des Gouvernements signataires.

ARBITRATION CONVENTION between Great Britain and Brazil.-Signed at Petropolis, June 18, 1909.*

His Majesty the King of the United Kingdom of Great Britain and Ireland and of the British Dominions beyond the Seas, Emperor of India, and the President of the United States of Brazil, in pursuance of the principles set forth in Articles XXXVII to XLII of the Convention for the pacific settlement of international disputes signed at The Hague the 18th October, 1907,† desiring to enter into negotiations for the conclusion of an Arbitration Convention, have named as their Plenipotentiaries, to wit:

His Majesty the King of the United Kingdom of Great Britain and Ireland and of the British Dominions beyond the Seas, Emperor of India: Milne Cheetham, Esquire, His Majesty's Chargé d'Affaires ad interim; and

The President of the United States of Brazil: Senhor José Maria da Silva Paranhos do Rio-Branco, Minister of State for Foreign Relations;

Who, duly authorized, have agreed upon the following Articles :

ART. I. Differences of whatever nature which may arise between the High Contracting Parties and which it may not have been possible to settle by diplomacy, shall be referred to the Permanent Court of Arbitration at The Hague, to the Chief of a friendly Government, or to such other Arbitrator or Tribunal as the Parties jointly select, provided, nevertheless, that they do not affect the vital interests, the independence, or the honour of the two Contracting States, and do not concern the interests of third Parties.

II. In each individual case the High Contracting Parties, before appealing to the Permanent Court of Arbitration, to other Arbitrators, or to a single Arbitrator, shall conclude a special Agreement defining clearly the matter in dispute, the scope of the powers of the Arbitrator or Arbitrators, and the periods to be fixed for the formation of the Arbitral Tribunal or the selection of the Arbitrator or Arbitrators, and the several stages of the procedure.

It is understood that on the part of the United States of Brazil such special Agreements will be made by the President of the Republic, with the approval of the two Houses of the National Congress thereof, His Majesty's Government reserving

the right before concluding a special Agreement in any matter affecting the interests of a self-governing dominion of the British Empire to obtain the concurrence therein of the Government of that dominion.

Such Agreements shall be binding only when confirmed by the two Governments by an exchange of notes.

III. The present Convention shall be in force for a period of five years, dating from the day of the exchange of its ratifications. If not denounced six months before the conclusion of the said period, it shall be renewed for another period of five years, and so successively.

IV. The present Convention shall be ratified by his Britannic Majesty; and by the President of the United States of Brazil, after its approval by the National Congress thereof.

The ratifications shall be exchanged at the city of Rio de Janeiro as soon as possible.

Done in duplicate, at Petropolis, in the English and Portuguese languages, the 18th June, 1909.

ADDITIONAL AGREEMENT between Great Britain and Bulgaria modifying the Convention of Commerce, Customs Duties, and Navigation of December 9, 1905.-Signed at Sofia, January 27 (February 9), 1909.*

THE following modifications are introduced into the Convention of Commerce, Customs Duties, and Navigation of the 26th November (9th December), 1905† :—

I. In the Final Protocol ad Article VI, the following paragra is added:

An exception is made for alcohol and beer on whic excise duty may be raised, on condition, however, th increased duty is not levied on alcohol or beer of origin to a higher or more vexatious extent than o native produce of the same kind.

II. In the Tariff of Import Duties in Bulgaria, annexe Convention, article 468 is modified as follows:

Iron or cast-iron bedsteads, ordinary, painted, varnis lacquered, in one colour, and even with ornaments in reli per 100 kilog., 10 fr.
