11-27-74:

*ROBERT CRUZ, 21, address unknown, is indicted by a Federal Grand Jury on two counts of possessing cocaine with intent to distribute it in June of 1974, and two counts of possessing heroin with intent to distribute it in July of 1974. CRUZ also faces a conspiracy to commit murder charge.

12-17-74:

*FRANCISCO Z. GARNICA, of 11817 Lennon Road is in Genesee County Jail after Judge Hazen Armstrong and Judge Eugene Huff continued bonds totalling $275,000. He is charged with:

**Eight counts of delivering heroin

**Three counts of conspiracy to deliver heroin from 7-2-74 to 8-15-74 at the ZODIAC LOUNGE, 1630 E. Genesee, and at Annesley and Genesee Streete. He faces similar charges in Genesee County. GARNICA was arrested by undercover officers.

*JOHN CASTANON, of 1205 Carroll is charged with GARNICA on two counts of conspiracy and two counts of delivery of heroin. His bond totalled $100,000 after his arraignment.

*JOSE A. GARCIA, JR., a/k/a/ "PEPE", 24, of 1808 E. Genesee stood mute to four charges before Judge Armstrong. He remains free after posting a $20,000 bond. GARCIA was charged with possessing cocaine and carrying a concealed weapon in his car 9-25-74 at Prutier and Holland. He is also charged with extortion and subordination of perjury in alleged threats made on a Buena Vista police officer's life, and attempts to make the officer commit perjury after the incident.

*FREDDIE SIMPSON, JR., 25, of 228 S. 10th

*ELAINE SIMPSON, 24, of 616 N. 3rd

Both stood mute before Judge Huff on a charge of possessing heroin during a Saginaw police raid on 7-7-74 at 228 S. 10th. They were freed after posting $7,500 bonds each.

1-9-75:

Michigan State Narcotics Agents and the Saginaw Police raid thirteen homes and arrest twenty two persons on drug charges. They seized more than seven ounces of suspected heroin, with an estimated street value of $8,500 to $12,700, several pounds of marijuana, about 20 guns, and several thousand dollars in cash. The raids were the result of a four month investigation by the Michigan State Police Narcotics Unit, the Bridgeport State Police, the Saginaw Vice Squad, Saginaw County Detectives, and the Saginaw Township Police. County Prosecutor Denton said: "The drug traffic is not organized as the public and the newspapers would like to think, but I would call these arrests significant." Homes riaded were at these locations: 1515 Hess, 2611 S. Niagara, 420 S. 19th, 831 S. 12th, 2016 Newton, 4201 Burrows, 626 N. 9th. 1259 Huntley, 1417 Bloomfield, 1404 Walnut, 1312 Walnut, 703 Millard and 936 Athens. Officers indicated that the heroin was from Turkey and Mexico.

1-30-75:

The following individuals were charged in connection from sales made to federal agents over an eigth month period. They are:

*JUAN LARA, 28, of Flint

*JACK SIMPSON, 40, of 1122 Fitzhugh

*LOLA SIMPSON, 24, of 1122 Fitzhugh

*VIVIANO CUEVAS, 53, of 1213 Ward

*JOAQUIN C. POLIDO, 32, of 4118 Randolph

*FAYE BLAZER, of Flint

All of the bonds were set at $5,000 with the exception of POLIDO. His was set at $50,000 because he is an illegal alien.

POLIDO nad CUEVAS: charged with possession with intent to distribute 1.9 pounds of heroin.

JACK SIMPSON: charged with aiding and abetting distribution of heroin

LOLA SIMPSO

charged with possessing with intent to distribute 21.6 grams of heroin 6-17-74.

LARA: charged with possession with intent to distribute 19.1 grams of heroin 5-28.

BLAZER : charged with aiding and abetting, and distribution of 19.1 grams of heroin.

4-8-75:

Four men went to a home at 135 S. Bond attempting to collect drugs that had not been paid for. Three of the men pistol whipped the resident and took him to Bridgeport Township, off Peach Road. One man remained at the home and held the resident's wife and children at knifepoint. State troopers arrested the two men at the Peach location and one at the Bond address. The fourth man escaped into a field by the Peach home. Police found 38 pounds of marijuana in that location in a ditch. State police also confiscated 10 more pounds of suspected marijuana and cocaine valued at more than $ 1,000.

The arrests of the men led police to Flint where another 7 pounds of suspected marijuana was seized. Police are still looking for the fourth subject.

7-12-75:

A special task force of forty officers raid a home in Buena Vista

The team used a dump truck to back through a partly closed garage door to gain entrance into the house, which had been under survellience for six months. According to police, the house was ordinarily patrolled by guards armed with shotguns. of the security system, along with electronically operated steel doors and windows with bars. A Buena Vista police spokesman said as much as $1,000 worth of narcotics was being distributed (wholesale). The street value was approximately was $2 million dollars a year. Two other raids occured in the 400 block of S. 30th, and in the 500 block of S. 31st at Walnut. Officers from the Buena Vista Department, as well as Saginaw County and City Officers, Flint Officers, and the Sheriff's Departments from Genesee and Shiawassee were participants in the raids. 11-18-75:

*FRANCISCO HERNANDEZ, a/k/a/ RAYMUNDO CHAVEZ, a former Saginaw resident was identified as one of the five "main members" in an international heroin distribution organization. He was arrested 10 days ago in Reynosa, Mexico. He was arrested in Saginaw a number of times on earlier narcotics charges, and was sentenced to Jackson prison to 5 to 10 years. He was paroled last year. Detroit police said he was the patron of a family which supplied 10% of the heroin coming into Detroit, and the bulk of it being sold in Lansing and Saginaw, This man, and friends face 15 year terms in Mexico if they are convicted. HERNANDEZ'S brother, the gang's chemist, was also going under the name CHAVEZ. He was also arrested. Detroit narcotics officers supplied Mexican officials with information that led them 10 days ago to seize three kilos of 6.6 pounds or more of 80% heroin.

3-13-76:

One of 16 individuals that were arrested in a heroin ring was:

*DAVID HERNANDEZ, 27, of 1675 Prospect. He was arrested after local, state and federal agents intercepted a conspiracy to deliver heroin and seized nearly $2.5 million dollars worth of heroin. HERNANDEZ is charged with ten counts of delivery and conspiracy to deliver heroin. Judge Joseph L. Scorscone had him bound over to Circuit Court to face trial on the charges. He remains free after posting a $70,000 bond.

7-22-76:

*DAVID HERNANDEZ, 27, of 1675 Prospect pled guilty to drug charges and awaits sentencing.

12-14-76:

*DAVID HERNANDEZ, of 1675 Prospect pleaded guilty to a charge of possession of one pound of high grade heroin at home. He was sentenced to 10 to 20 years in prison and faces additional sentencing on a seperate drug charge, one which HERNANDEZ has also pleaded guilty The value of the heroin was placed at $1 million dollars. He is a known key individual in the Saginaw area heroin trafficking industry. The arrest of HERNANDEZ resulted from raids early in March by state and local authorities.

*DAVID HERNANDEZ, 27, already serving a 10 to 20 year sentence for selling heroin has been sentenced to a concurrent 10 to 20 year term for the same offense. He was sentenced by Judge Armstrong after pleading guilty to a charge of possessing heroin with intent to deliver 3-2 at 1675 Prospect. He was formerly sentenced in December by Judge Borchard after pleading guilty to a charge of possession with intent to sell one pound of heroin valued at $1 million dollars.

12-22-77:

20 Ounces of heroin are confiscated from the car of:

*ANACLETO SEPULVEDA, a/k/a/ "EL CATO" "CLETO"

Police searched the car after arresting SEPULVEDA for questioning in the fatal stabbing of JULIO MARTINEZ, age 22, on 2 of '76. The heroin seized was the "largest seizure ever made in the Saginaw area. The estimated street value is $250,000. He remains jailed.
