He superintends all the civil suits, commeuced in the wame of the United States, in all the courts, until they are carried up to the Suprenie Court of the United States, when they come under the superintendence of the Attorney General He instructs the District Attorneys, Marshals and Clerks in all matters aud proceedings appertaining to those suits, and receives from them, after each terni of court, reports of their situation and progress. He receives from collectots reports of custom house bonds put in suit, and of informations, &c. directed by them. He establishes, with the approbation of the Secretary of the Treasury, such rules and regulations, not inconsistent with law, for the observance of Collectors, District Attorneys, and Marshals, as may be deement necessary for the ju t responsibility of those officers and the prompi collections of all revenues and debts due and accruing to the United States.
