LOUIS M.LANE, of Delaware, Secretary, $6,000 per agnum. The Department of State was created by the act of 15th September 1789. Previous to that period, by act of the 27th of July, 1789, it was denominated the Department of Foreign Affairs. The Secretary is, ex officio, a Commissioner of the Sinking Fund, and, by usage, a mumber of the Cabinet He conducts the negotiation of all treaties between the United States and Foreign Powers; and corresponds officially with the public Ministers of the United States at Foreign Courts, and with the Ministers of Foreign Powers resident in the United States. He per. forms also the main duties of what, in other Governments, is called the Home Department. He has the charge of the seat of the United States, but cannot affix it to any commission until signed by the President, nor to any other instrument or act, without the special authority of the President. He is, by law, entrusted with the publication and distribution of all the Acts and Resolutions of Congress; and all Treaties with For. eign Vations and Indian Tribes. He preserves, also, the original of all Laws and Treaties, and of the public correspondence growing out of the intercourse between the United States and Foreign Nations : and is required to procure and preserve copies of the statutes of the several States. He grants passports to American citizens visiting foreign countries; preserves the evidence of Copy rights, and has control of the office which issues Patents for useful inventions.
