The Revenue Cutters of the United States are at present nineteen in number They are under the general direction of the Treasııry Department, and are lemployed for securing the collecuon of the duties imposed upon goods, waies, and merchand se imported into the Un ted S ates, and on the tunnage of ships or vessels. But wlienever the President shall so direct they are rea quired to co-operaie with the Navy, and they are then under the direction of the Secretary of the Navy. Each Cuiler has one Captain, not more than three Lieutenants, and noi more than Seventy men, including warrant officers, gunners and seamen The act of Mar<b 2, 1799, provides that the officers of Revenue Cutters bail, respectively, be deemed offirers of the customs, and shall be subjectio he direciion of such coilectors of the revenue, or other officers thereof, au. foin time to time, shall be designated for that purpo-e; they shall have ower and authority, and are required and directed, to go on board all slips ur vessels which shali arrive within the United States, or within four leagues if the coast thereof, if bound for the United States, and to search and ex. amive the same, and every part thereof, and to demand, receive and certit sne manifests req'iired to be on board certain ships or vessels, and to affix and put praper fastenings on the hatches and owner communicatives with the hold of any ship or vessel, and to remain on board the said ships and vessels until i hey arrive at ihe port or place of their destinat on.
