BOARD OF COMISSIONERS FOR THE NAVY. This Board was established by act of 7th February, 1815. It consists of three officers of the Navy, in rank not below that of a Post Cape tain. The officer of the Board holding the oldest Cominission, presides. The Board is, by law, attached to the office of the Secretary of the Navy, and under his superintendence, discharges all the ministerial duties of that office relative to the procuremeut of Naval stores and materials, and the construction, armament, equipment, and employment, off vessels of war, as well as other matters connected with the Naval Establishment of the United States. The office of Attorney General of the United States, was created by the act of 24th September, 1789. It is the duty of the Attorney General to prosecute and conduct all suits in the Supreme Court, in which the United States is concerned ; and to give bis advice and opinion upon questions of law, when required by the President, or when requested by the Heads of any of the Departments, touching any matters that inay concern their Departments.
