AN ACT

To appropriate money and applying the same in paying the expenses of and carrying on the prosecution of desperate criminal cases.

Be it enacted by the Legislature of the State of Nebraska :

SECTION 1. That the sum of ten thousand dollars be desperate crim- and the same is hereby appropriated out of any funds in the treasury of this state not otherwise appropriated, and that the same be placed under the control and direction of the governor of this state, to be used by him, or so much thereof as he may deem necessary, in paying expenses and prosecuting such criminal cases, which in his judgment may be of an enormous and atrocious

SEC. 2. The governor shall keep a just and correct account of the amount of money so expended by him, and shall report the same to the next term of the legis lature of this state, stating in what cases said money has been paid out, the amount paid and what for, and the nature of the crime charged.

SEC. 3. It being a case of emergency demanding the speedy enactment of all the provisions of this act, this act shall take effect and be in force from and after the passage and approval of the same.

AN ACT

To appropriate certain moneys in the hands of the state treasurer to the purchase of books for the library of the University of Nebraska, and to enable the board of regents to draw the same for that purpose.

WHEREAS, It is provided by section 15 of an act enti- Preamble. tled "An act to establish the University of Nebraska," approved February 15, 1869, and as amended February 27, 1873, that the matriculation fees paid by students entering the University, shall constitute a library fund to be annually appropriated for purchase of books for library of the University; and,

WHEREAS, There has been paid into the state treasury the sum of $595.92, derived from such matriculation fees, which sum was passed by the treasurer to the regents' fund, and was not kept by him as a separate account; and,

WHEREAS, The board of regents have not been able to draw said sum or any part thereof for appropriation and use as aforesaid, for the reason that the same was not specifically appropriated to the purchase to which such moneys are set apart by law; therefore

AN ACT

For the government, support, and maintenance of the State Board of Agriculture and State Horticultural Society.

Be it enacted by the Legislature of the state of Nebraska:

SECTION 1. There shall be held at the capital of the state, on the third Tuesday in January of each year, a meeting of the state board of agriculture, together with the president of each county society, or delegate therefrom duly authorized, who shall for the time being be

ex-officio members of the state board of agriculture, for the purpose of deliberating and consulting as to the wants, prospects and condition of the agricultural interests throughout the state. And at such annual meeting the several reports from the subordinate societies shall be delivered to the president of the state board; and the said president and delegates shall at this meeting elect suitable persons to fill all vacancies in the state board. The said president shall also have power to call meetings of the board whenever he may deem it expedient.

SEC. 2. The officers of the board shall consist of a Officers. president, vice-president, secretary, and treasurer, and such others as the board may deem necessary. They shall be elected at the annual meeting of the board, and shall hold their offices for the period of one year, and until their successors are elected and qualified. The board shall determine by lot the time that each mem ber shall serve, so that the term of service of one-half of the members shall expire annually on the day of the annual meeting.

SEC. 3. It shall be the duty of the said board to make Annual report. an annual report to the governor, embracing the proceedings of the society, with a bill of items showing what moneys have been received and paid out for the past year, giving a general view of the condition of agriculture throughout the state, and such other recommendations as they may deem important and useful. The sum of two thousand (2,000) dollars shall be paid annu- Appropriation ally out of the state treasury which shall be used in the payment of premiums awarded by said board in the va rious branches of agriculture; and the state auditor is hereby authorized to draw his warrant for said amount upon the receipt of the proper vouchers therefor, certified to by the president and secretary of said board: Provided, that should the board fail in any year to offer

for premiums.
