8. After the filing of the Town Clerk's statement Notice of sitreferred to in the last preceding section the Council of Revision. shall appoint a day when it will sit as a Court of Revision and shall also cause to be inserted once a week for two successive weeks in a newspaper published in the County of Pictou, a notice with respect to amounts to be paid for sidewalks similar to that set out in Section 3 of this Act or to the like effect, and shall, as such Court settle and determine the amount to be paid by each proprietor, and shall cause a statement of the amount to be paid by each proprietor, so settled, to be filed in the town office, and thereafter sitting as a town council may by resolution determine that such amounts be paid in equal annual payments extending over a period of ten years and that interest at the rate of six per cent. per annum be charged upon the same from the date of filing of the said statement as aforesaid.

9. CHAPTER 82.

An Act to Enable the Town of Sydney Mines to Borrow Money to Improve its Waterworks System.

(Passed the 29th day of April, A. D, 1922.)

Be it enacted by the Governor, Council, and As sembly, as follows:

1. The Town Council of the Town of Sydney Mines is hereby authorized and empowered to borrow a sum of money, not exceeding two hundred thousand dollars, upon the credit of the Town, for the purpose of improving its waterworks system, installed under and by virtue of Chapter 81 of the Acts of 1902, and amending Acts.

2. Debentures, not exceeding five hundred dollars each, redeemable in twenty years from date, and bearing interest at a rate not to exceed six per cent. per annum, payable half-yearly, may be issued for said sum of two hundred thousand dollars, in the name of the Town and in accordance with and in the form prescribed by Municipal Debenture Act.

3. Such debentures shall form a lien upon and be a charge upon all the property liable to taxation within the Town of Sydney Mines and all the revenues of the Town.

4. The Town Council of the said Town shall annually add to the amount of the estimates to be levied upon the Town, for general purposes, a sum sufficient to pay the annual interest accruing upon the moneys borrowed under the authority of this Act, and such sum shall be rated and collected in the same

manner and with the same remedies, as other rates and taxes in the said Town are rated and collected.

Inasmuch as the ratepayers of the said Town, Ratepayers. have in the manner by law provided already authoriz- necessary. ed the Town Council to borrow the said sum hereby authorized and to issue debentures therefor, it shall not be necessary to convene any additional meeting of the said ratepayers as a condition precedent to the borrowing of the said sum or any part thereof, or to the issuing of said debentures, or the doing of any matter or thing by this Act authorized.

CHAPTER 83.

Preamble.

An Act to Enable the Town of Trenton to Borrow

Money.

(Passed the 13rh day of April, A. D. 1922.)

WHEREAS, during the years 1920 and 1921, the industries in the Town of Trenton in County of Pictou, have been unable to supply work to their employees owing to the depressed state of business in the iron and steel trade;

And Whereas, there has been consequently much unemployment among the citizens and ratepayers of the Town of Trenton;

And Whereas, the Town has consequently been unable to collect considerable amounts of its ordinary taxes for the year 1921 and has alsó undertaken the construction of sewers for the purpose of, in some manner, providing employment for its citizens and ratepayers;

Be it therefore enacted by the Governor, Council, and Assembly, as follows:

1. The Town of Trenton is hereby authorized and borrow $16,000. empowered to borrow, on the credit of the Town, the sum of sixteen thousand dollars for the following purposes, that is to say:

Debentures.

(a) $11,000 for the purpose of paying off the over-draft due the Bank of Nova Scotia;

(b) $5000 for sewer purposes.

2. For the purpose of effecting the loan authorized by this Act, the Town Council of the Town of Trenton is empowered to make and issue, subject to the provisions of the Municipal Debentures Act, 1914, and amendments thereof, at any one time or from time to time as determined by resolution of the Town Council, debentures each in the sum of one hundred dollars or multiples thereof, bearing interest at a rate not exceeding six per centum per annum, such sewer bonds to be

payable at such time, not exceeding twenty years, and such overdraft bonds at such time, not exceeding ten years from the issue thereof, as the Council may determine.

6. In order to provide a sinking fund for the pay- Sinking fund. ment of the debentures authorized to be issued under this Act, the Town Council shall annually add to the general assessment to be levied on the ratepayers of the said Town, such sums as shall from time to time be determined by resolution of the said Town Council, not, however, to be less than three per cent. of the amount borrowed under the provisions of this Act and sufficient to retire said debentures within the period for which the same are issued, and such sums shall be rated and collected in the same manner and with the same remedies as other rates and taxes of the said Town are rated and collected.
