dent shall advertise for proposals when.

City shall be owner of all property until same is consumed.

City Council shall elect City Physician when.

forfeit all pay for any goods delivered on such order, and shall not be permitted to furnish any further goods for said city. At the end of each month said order shall be presented, allowed and paid in the same manner as other claims against said city, provided satisfactory proof is furnished that the articles named have been actually delivered.

SEC. 6. It shall be the duty of said Superintendent to procure either by advertisement or in such other manner as said Board shall direct, proposals for supply of wood of different kinds for the poor of the city. Said Board shall report such proposals to the City Council for such further action or direction as may be deemed advisable, and in case a contract is made for the supply of fuel all orders therefor shall be drawn on such contractor, and in case it shall be determined that the city keep its own supply of fuel then such orders shall be drawn on the party having charge of the

same.

SEC. 7. The city shall continue to be the owner of all articles of supplies furnished to any poor person or applicant as aforesaid until the same are consumed, and if any person to whom the same shall be furnished shall sell or dispose of the same for money or any other thing, or exchanges the same for liquor or in anyway dispose of the same other than in the manner directed, such conduct shall be deemed a misappropriation of the same, and nothing in this ordinance shall be held a license for such use or any defense to any prosecution for misappropriation, embezzlement or larceny thereof; and in case any person to whom relief shall be refused by reason of his refusal to work, shall take, appropriate or consume any supplies furnished to any member of his family, such taking, appropriation or consumption shall be contrary to this ordinance, and the party so taking the same shall be liable to prosecution for such taking, in like manner as if the same had been taken from a stranger.

SEC. 8. The City Council shall, whenever there shall be a vacancy, elect a City Physician who shall be a graduate of some college of medicine, and of good standing and experience in his profession. It shall be the duty of such City Physician to visit and prescribe for, and to furnish all necessary medicines and surgical appliances to all such poor within the city as he shall be directed to attend by the Superintendent of the Poor. He shall commence to attend upon such persons upon the order of said Superintendent and continue such attendance and furnish medicines therefor as long as the same shall be necessary, and in case of dispute the decision of said board shall be conclusive, and said physician shall obey the same.

Said City Physician may be removed at any time by vote of a majority of the members of the City Council.

All watchers and nurses and all food and other supplies for such sick, except medicines, shall be furnished by the city under the direction of said Board.

SEC. 2. This ordinance shall take effect and be in force, from and after its publication.

REGULATING THE RATE OF SPEED OF LOCOMOTIVE
ENGINES AND RAILROAD CARS.

As Amended August 22d, 1881.

The City Council of the City of Minneapolis do ordain as follows: SECTION 1. That no person or persons shall run or drive, or cause to be run or driven, any locomotive engine or engines, railroad cars or train of cars, within the limits of said city of Minneapolis, faster than at the rate of six miles per hour.

Provided, however, That whenever any railroad company shall erect and maintain at all the street crossings on any continuous portion of the line of its railway, gates of a construction and location to be approved by the City Engineer, and the Committee on Railroads of said city, with a gate-keeper or watchman at each of such street crossings, and shall also erect and maintain by the sides of its railway and between such street crossings good close fences not less than six feet high; in such case the provisions of this section shall not apply to the lines of railway so protected by gates and fences.

SEC. 2. Any person or persons violating the provisions or any provision of this ordinance, shall, upon conviction thereof before the Municipal Court of said city of Minneapolis, be punished by a fine not exceeding seventy-five dollars and not less than twenty dollars and costs of prosecution, and may be imprisoned until such fine and costs are paid, not exceeding ninety days.

SEC 3. This ordinance shall take effect and be in force from and after its publication.

The City Council of the City of Minneapolis do ordain as follows: SECTION 1. No person shall bring within the limits of the city of Minneapolis, nor have nor keep therein, any horse or other animal having the disease known as the glanders. Any person who shall violate the provisions of this section, knowing, or having brought in the reason to believe that the horse or other animal by him brought or kept within said city, is so diseased, shall be guilty of a misdemeanor, and on conviction thereof shall be punished by fine not exceeding seventy-five dollars and the costs of prosecution, and may be imprisoned until such fine and costs are paid, not exceeding sixty days.

CONCERNING STREETS, SIDEWALKS AND ALLEYS,
AND TO PREVENT INJURIOUS, DANGEROUS AND
UNLAWFUL PRACTICES IN THE SAME.

As Amended May 17th, 1877, and as Amended August 21st 1878, and as Amended October 6th, 1880.

Not to obstruct alleys.

The City Council of the City of Minneapolis do ordain as follows: SECTION 1. That no person shall erect, build, set up, keep, or maintain any house, store, shop, or other building or structure, or leave, deposit or place, any boxes, merchandise, timber, planks, boards, shingles, casks, barrels, hogsheads, lumber, bricks, stone, trucks, carts, wagons, sleds, carriages, nor suffer or permit any pine or other wood or stones to drop from carts or wagons, or other sidewalks or vehicles, while transporting the same through the streets, and to remain on the streets; nor shall deposit or leave any offal, filthy water, garbage or other material or substance whatever, in or upon any street, sidewalk, avenue, alley, lane, or public ground within the limits of the city of Minneapolis; nor shall any person erect, build, set up, place or keep, any sign or wooden awning over any street or sidewalk in said city at a less height than twelve feet from and above such street and sidewalk; nor any cloth awnings at a less height than seven and one-half feet above such street or sidewalk.

That any cloth awning which has been constructed prior to the date of the passage of this ordinance, at a height of not less than seven feet above the street or sidewalk, be allowed to stand until the same shall be taken down, but no such awning shall be rebuilt at a less height than seven and one-half feet above the street or sidewalk.

SEC. 2. Whenever any article or thing of value enumerated in the foregoing section, or otherwise, shall be found remaining, left or deposited upon any street, sidewalk, avenue. alley, lane, or public ground within said city, it shall be the duty of the Chief of Police of said city to seize, take and remove the same to some secure place within said city, and to retain possession thereof, and to proceed to sell the same at public auction, giving at least six days' notice of the time and place of such sale, in writing, to be posted in three conspicuous places in said city, which notice shall contain a brief description of the articles to be sold. and the time. and place of sale, which sale shall be made by the Chief of Police, or under his direction. The owner of such property, upon proving his title to the same, to the satisfaction of the Chief of Police, shall be permitted to reclaim the same upon the payment of one dollar for notices of sale, posted as above specified, and also all reasonable expenses and charges incident to or incurred by the Chief of Chief of police Police in the removal, care and storage of said property, which

fees and expenses the said Chief of Police is hereby authorized to charge and demand before delivering up the property. In case of sale of said property, upon proof of ownership thereof as aforesaid, the Chief of Police, at any time within one week from the sale, may pay over the proceeds of the sale to the owner, after first deducting therefrom the fees and expenses above specified; otherwise the Chief of police shall pay such overplus to the City Treasurer, and the City Council may at any time within six months thereafter, cause such overplus to be paid to the former owner of the property. The Chief of Police shall report to the City Council quarterly as to all property seized under this ordinance, the amount of expenses and charges thereon, and realized from sale or reclaiming of the property, and shall pay over all moneys received by him, except as above specified, to the City Treasurer.

SEC. 3. No person or persons, shall forcibly or otherwise interfere with the Chief of Police when in the discharge of any of his duties required by this ordinance, or forcibly re-take or remove from his custody any property seized by him under this ordinance.

SEC. 4. Any person or persons building or repairing any building near any street, avenue, alley or public ground in said city, or desiring to remove any building along any street or streets of said city, may apply to the Mayor for a license to place building material upon such street, lane, avenue, alley or public ground, during the
