department; and to direct the route, where there are more than one, between the places established 44 Accounts of the receipts and expenditures of the department, fhall be fettled at the Treafury, quarterly, and the balance paid into the Treasury. The poftmafter-general, his affiftant, deputies, and all to whom the mail fhall be entrusted, fhall take a certain oath 44 Any perfon obftructing, or retarding the mail, fhall be fined one hundred dollars; and any ferryman delaying the fame, fhall be fined not exceeding ten dollars for each half hour 45 The poftmafter-general shall give public notice in newf-papers, before he makes a contract for carrying the mail, and fhall lodge the fame with the propofals in the office of the comptroller. Any deputy-poftmafter, demanding, or receiving a greater rate of poftage than is established by law, fhall forfeit one hundred dollars, and be forever incapable of holding any office under the United States 47 Mafters of veffels arriving at any port where there is a postoffice established, fhall not be permitted to report, make entry,or break bulk, till they have delivered to the poftmaster, all letters to any perfons in the United States, excepting fuch as directed to the owners, or to perfons at the port of delivery, and fhall make oath before the collector 48 The poftmafters fhall pay two cents for each letter, and take certificate

PRESIDENT OF THE UNITED STATES.

The executive power is vefted in a prefi dent of the United States, who is to hold his office during the term of four years

i. 12

Mode of electing the Prefident and Vice Prefident 12, 13 Congress fhall determine the time of choofing electors, and the day of giving their votes, which shall be the fame throughout the United States 13 No perfon fhall be eligible to the office, unless he is a natural born citizen, or a citizen at the time of adopting the constitution, of thirty-five years of age, and who has been a refident fourteen years in the United States 13 In cafe of a vacancy, the Vice President shall act, and in cafe of a vacancy in both offices, Congress may declare by law what officer fhall act as Prefident 13 President shall have a stated falary, which shall not be varied during the time for which he is elected, and fhall receive no other emolument

The states to appoint as many electors of a Prefident and Vice Prefident, as they have fenators and reprefentatives, within thirty-four days preceding the first Wednesday in December in every fourth year, beginning with the year 1792 The electors fhall meet at fuch places as the ftate legisla ture fhall direct, on the first Wednesday in December, and give in their votes-they fhall make out three certificates of their votes, and by writing under their hands, fhall appoint a person to deliver one to the prefident of
