NATIONAL AND INTER-STATE MATCHES.

At Creedmoor, N. Y., Saturday, Sept. 14, 1889. Shot under the auspices of the National Rifle Association. Teams of twelve, using the regularly issued military rifle. In the Hilton Trophy Match, seven rounds per man at each distance,- 200, 500 and 600 yards. In the Inter-State Match, ten rounds per man, at 200 and 500 yards. The Hilton Trophy Match was open to teams from any State, or any department of the regular army; the Inter-State Match, to teams from State Militia only. For the fourth successive year, both matches were won by the Massachusetts Team. The following were the scores:

[Note.-These matches were also won by Massachusetts in 1886, 1887 and 1888. In 1887 the Massachusetts Team score in the Hilton Trophy Match was the highest on record. In 1888 the Massachusetts Team score in the "Inter-State" Match was the highest on record. Hilton Trophy Match: Pennsylvania, 1,055; The scores of the other teams (1889) were: New York, 1,052. THE CENTENNIAL CELEBRATION OF

WASHINGTON'S INAUGURATION.

[Extract from the address of His Excellency Governor Ames to the Legislature.]

On the thirtieth day of next April, the one hundredth anniversary of the inauguration of George Washington as president of the United States, under the Constitution, will be celebrated in New York by civic and military display appropriate to such an event. As one of the original States of the Union, it is desirable that Massachusetts should be fitly represented, and I ask you to give early attention to this matter, as the time for making suitable preparation is limited. I shall transmit to you certain papers bearing on this question, which are in my possession.

COMMONWEALTH OF MASSACHUSETTS.

[CHAPTER I.]

RESOLVES RELATIVE TO THE CENTENNIAL CELEBRATION OF THE INAUGURATION OF GEORGE WASHINGTON AS PRESIDENT OF THE UNITED STATES.

Resolved, In view of the approaching celebration of the one hundredth anniversary of the inauguration of George Washington as president of the United States, which has been fixed for April twenty-ninth and thirtieth, eighteen hundred and eighty-nine, in the city of New York, that there be allowed and paid out of the treasury of the Commonwealth a sum not exceeding thirty thousand dollars, to be expended under the direction of the Governor and Council, in order to enable the Commonwealth to accept the invitation of the Centennial Commission of New York, and be represented at such celebration by the following:

His Excellency the Governor and Staff; the Executive Council; the Secretary of the Commonwealth; the Treasurer and Receiver General; the Auditor of Accounts; the Attorney General; the brigade and battalion commanders of the Massachusetts Volunteer Militia; a body guard of troops for the Commander-in-Chief, who is hereby requested to detail suitable organizations of the Volunteer Militia to represent the Commonwealth thereat; the President of the Senate; the Speaker of the House; the joint committee on Federal Relations; a special committee of five members of the Senate and fifteen members of the House, to be appointed by the presiding officers of the two branches; the Clerk of the Senate; the Clerk of the House; the Sergeant-at-Arms; and the representatives of the press.

Resolved, That the Governor be requested to appoint a commissioner, who shall serve without pay, to properly represent the State at this celebration. [Approved January 20, 1889.

Ordered, That the Adjutant General be authorized to incur such expenses as may be necessary to carry out the provisions of the Resolve, chapter 1 of the year 1889, entitled, " Resolve relative to the centennial celebration of the inauguration of George Washington as President of the United States.

SPECIAL ORDER No. 28.

The following orders are hereby promulgated in connection with the Washington centennial inaugural celebration in New York, April 29, 30, and May 1:

I. The staff of the Commander-in-Chief, unless otherwise ordered, will report to the Adjutant General at the State House in full uniform, with cape, at 1 o'clock P.M., April 28, and await orders.

II. Col. Horace T. Rockwell, Inspector General of Rifle Practice, and Col. Augustus N. Sampson, Assistant Inspector General, are hereby detailed as inspecting officers for the Fifth Regiment Infantry and Cadet Corps respectively; they will notice the performance of duty en route and in New York, reporting at once any breach of discipline, and make full report to this office on completion of tour of duty.

Col. Edward E. Currier, Assistant Inspector General, is hereby detailed in charge of embarking and disembarking troops, and will report at the Old Colony depot in Boston at 12.45 o'clock P.M. on April 28. Company commanders on arrival at depot will report to him for instructions as to location and assignment of cars.

Col. Fred W. Wellington, Assistant Inspector General, is hereby detailed in charge of rations for troops on boat to and from New York. Col. Richard F. Barrett and George W. Wallace, Assistant Quarter-· masters General, will report to Col. Wellington for duty in this connection.
