The committee met, pursuant to adjournment, at 10 a. m., in the

We are met this morning to begin hearings on H. R. 9738, a bill to

create a Civil Aeronautics Authority, to provide for the regulation of

civil aeronautics, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of

America in Congress assembled, That this Act, divided into titles and sections

according to the following table of contents, may be cited as the "Civil Aeronautics

Act of 1938":
