to authorize John W. L. Hogue to erect a patent Balance or Hay scales, in the borough of Carlisle for the purpose of weighing Hay,

Whereas frequent losses and injuries accrue to persons buying and selling Hay in the borough of Carlisle, by reason that there is no way of ascertaining the true quantity of Hay offered for sale, whereby purchasers of Hay often pay more, and sellers often receive less for the same, than it is intrinsically worth: And whereas, John W. Lenox Hogue hath proposed to erect on his lot in North Street in said borough, a Patent Balance or Hay Scales, for weighing Hay or other articles, which persons may be desirous to have weighed.

SECT. 1. Therefore be it enacted and ordained by the Town Council of the borough of Carlisle, and it is hereby enacted by the authority of the same, That John W. L. Hogue, be permitted, and he is hereby authorized and empowered to build on his lot on North Street in the borough aforesaid, a house, & to extend from the same, an overshot eight feet on North Street aforesaid, in which the said John W. L. Hogue, shall make and erect and cause and procure to be made and erected, at his own cost and expense, an accurate and well regulated Patent Balance or Hay Scales sufficiently large, for the purpose of weighing hay by the ton, and other articles, which may be brought there for the purpose of being weighed, and that the said John W. L. Hogue shall be entitled to have, demand, & receive from all & every person or persons, who shall bring hay, or any other articles to be weighed in the said patent balance or scales, at the rate of fifty cents for each ton he shall so weigh, Provided nevertheless, that the right of the said John W. L. Hogue to employ & use the said Patent Balance or Scales in the weighing of hay or other articles as aforesaid, and to have and receive at the rate of Fifty cents a ton, which shall be weighed by him in the same, shall cease and determine, from and after the expiration of three years from the twenty fifth day of October, eighteen hundred and nineteen, Provided also, That if at the expiration of the three years aforesaid, the Town Council for the time being, shall deem it expedient to purchase the said Patent Balance or Scale, they shall have a right to have and receive the same from the said John W. L. Hogue at a price to be fixed and ascertained by three disinterested persons to be chosen by the Town Council.

SECT. 2. And be it further ordained and enacted that the said John W. L. Hogue shall weigh each and every wagon, or cart or oth

er carriage, which shall or may be employed in bringing hay into said borough for sale, and brand on some conspicuous part of each and every of the same, the true weight thereof, and shall make an entry of the weight of each and every wagon, cart, or carriage so as aforesaid weighed by him, together with the names of their respective owner or owners, as also the number of tons, weighed by him in each and every year in a book to be kept by him for that purpose, which book shall be at all times open for the inspection of the Town Council for the time being, or any person or persons who shall be duly authorized by them to inspect the same, and for each and every wagon, cart or other carriage which he shall weigh, brand and make an entry of, as aforesaid, he, the said John W. L. Hogue, shall be entitled to have, demand and receive from the respective owner or owners thereof, the sum of fifty cents.

SECT. 3. And be it further enacted and ordained, that each and every person or persons, bringing hay into the said borough for sale, shall before they offer the same for sale, have the same weighed in the aforesaid Patent Balance or Scale, under the penalty of incurring a fine of five dollars for every such offence.

SECT. 4. And be it further enacted and ordained, That the said John W. L. Hogue, before he shall be permitted to exercise any of the rights or enjoy any of the Privileges hereby granted or secured to him, shall make oath before some Justice of the peace that he will faithfully and impartially discharge all and every of the duties required of him by this ordinance.

AN ORDINANCE,

To continue in force for one year, an Ordinance, entitled " An Ordinance to authorize John W. L. Hogue, to erect a patent balance or Hay Scale's in the borough of Carlisle," for the purpose of weighing hay, and for amending the same.

SECT. 1. Be it enacted and ordained by the Town Council of the borough of Carlisle, and it is hereby enacted and ordained by the authority of the same, that an Ordinance entitled "an Ordinance, to au

thorize John W. L. Hogue to erect a patent Balance or Hay Scales, in the borough of Carlisle, for the purpose of weighing Hay" passed October 15th, 1819, and which has expired of its own limitation, be and the same is hereby re-enacted and continued in force until the first day of December, A. D. 1823, with this amendment, that the said John W. L. Hogue, shall only be required to attend the Hay Scales, after the 1st of December next, on Monday, Tuesday and Wednesday of each week, for the weighing of Hay, as required by the said Ordinance, Provided, the said John W. L. Hogue, shall take the oath prescribed by said Ordinance, on or before the 1st of December next, otherwise this ordinance to be null and void.

A FURTHER SUPPLEMENT

TO THE ORDINANCE RESPECTING THE HAY SCALES.

SECT. 1. Be it enacted and ordained by the Town Council of the borough of Carlisle, and it is hereby ordained and enacted by the authority of the same, That the ordinance authorizing J. W. L. Hogue, to erect Hay Scales; passed the 15th day of October, A. D. 1819, and the Supplement thereto, passed the 9th of November, A. D. 1822, be and the same are hereby continued in force until the first day of December, 1824; the said J. W. L. Hogue, taking the oath thereby required.

AN ORDINANCE

RESPECTING THE TOWN HALL.

SECT. 1. Be it ordained and enacted by the Town Council of the borough of Carlisle, and it is hereby ordained and enacted by the authority of the same, That the town council of the said borough, shall

hereafter, annually, when they appoint other officers of said borough, appoint a suitable person to be door keeper of the town house, who shall continue in office for one year or until removed, or a successor appointed by the council.

SECT, 2, And be it further ordained, &c. That it shall be the duty of the said door keeper, to take charge of the Town Hall; to keep the same clean and in good order, to provide fire wood and candles necessary for the same, at the expense of the borough; to open and prepare the Hall, and put on fires when necessary, for all town meetings of the council, and of the Fire Companies; and to ring the bell for all such meetings; for the neglect of either of which duties. he shall forfeit and pay to the use of the corporation, a sum not more than five dollars, nor less than one dollar It shall, also, be his duty immediately on an alarm of fire, to repair to said house, and ring the bell during such alarm, under pain of forfeiting for each neglect, a penalty of Twenty Dollars.

SECT. 3. And be it further enacted, &c. That at or before making such appointment, the council shall ascertain and fix the salary of said door-keeper, to be paid in the same manner as the salaries of other officers of said borough are payable.

SECT. 4. And be it further ordained, &c That the Town Hall shall not be let or appropriated, to any other purpose than town meetings, and meetings of the Council, and Fire Companies, unless by special order of the Council, and for special reasons.

AN ORDINANCE

for nameing the different Lanes and Alleys in the borough of Carlisle, and for other purposes.

Whereas it is believed, that it would contribute much to the convenience of the citizens of this borough, to have the Streets, Lanes

and Alleys designated and known by some certain, and definite names: Therefore be it enacted and ordained by the Town Council of the borough of Carlisle, and it is hereby enacted by the authority of the sames: That the alley leading from west street to East street between Louther street and North street, shall hereafter be designated and known by the name of LOCUST ALLEY, and that part of the alley leading from West street, to the public square by John Spotswood's, between High street and Louther street, shall hereafter be designated and known by the name of DICKINSON ALLEY: and that part of the same alley leading from the centre square, past or near the German Lutheran church to East street, between Louther street and High street, by the name of MULBERRY ALLEY: And so much of that alley as leads from West street, to the Centre Square, past the Methodist meeting house between High street, and Pomfret street by the name of CHURCH ALLEY: And that other part of said alley, leading from the Centre Square, to East Street, past the Old College, and between High Street and Pomfret street by the name of LIBERTY ALLEY: And that alley leading from West street to East street between Pomfret street and South street, shall be known and designated by the name of CHAPEL ALLEY, and the said names shall hereafter be used in describing them, or any of them, in any ordinance or ordinances, that may be hereafter made respecting them, and the same shall be marked and noted on the plan of the said town of Carlisle, for the use and convenience of this corporation, and the citizens of said borough.

SECT. 2. And be it further enacted by the authority aforesaid, that it shall be the duty of the town constable, under the direction of the chief burgess, to cause two hand boards to be made, having the name of the street painted or written thereon, for each of the principal streets, to wit: High Street, Hanover Street, Pomfret Street, Bedford Street, Louther Street, Pitt Street, North Street, South Street, West Street, and one for each of the Lanes and Alleys, which are named by this Ordinance, at the expense of the borough; and shall cause the same to be put up at some conspicuous corner or corners of each of the said streets and alleys: First having obtained the consent of the owner or owners, to whose house the same may be attached; and if any person or persons shall throw down, break, injure or deface any of the said hand-boards put up as aforesaid: Such person or persons so offending shall pay a fine of Ten Dollars, to be recovered before any Justice of the peace of this borough: Provided nevertheless, that the owner
