fire or throw any squib or cracker, or fire any gun or pistol, cannon or any other fire arms within the inhabited parts of this borough, or shall disturb the peace and quiet of the town, or of any of the citizens, by any noisey and disorderly conduct whatever in any of the lanes, streets or alleys, or public square, he she or they so offending, shall pay a fine of One Dollar; and so much of any ordinance as is hereby altered or supplied, be and the same is hereby repealed. TO ESTABLISH A NIGHTLY WATCH OR PATROL.

Power granted to the Burgesses to employ a patrol when necessary-and réquired to procure alphabetical lists of the male inhabitants of the borough above 18 years of age-Duty of patrol prescribed

SECTION 1. Whereas the establishment of a nightly watch or patrol would tend to promote the safety security and protection of the citizens of this borough and of their property-

Be it ordained and enacted by the Town Council of the borough of Carlisle, and it is hereby ordained and enacted by the authority of the same, That until the establishment of a permanent and regular watch, it shall be the duty of the burgesses for the time being to employ a sufficient number of active and suitable persons to patrol the streets from time to time, as often as they deem necessary; and it is further enjoined on said burgesses to procure alphabetical lists of the male free inhabitants of the borough above the age of 18 years, residing in each ward of the town, to be made out by the town clerk. And in order that the performance of the duty herein required may be fairly equalized, so that every person shall perform his tour in turn; or procure some approved person in his stead, the town council resident in each of said wards shall select in regular rotation from said lists from time to time so often as the said burgesses may direct, at least two persons from each of the said wards and furnish said burgesses

with written information thereof, which said persons thus taken and selected from the wards shall constitute for the night a watch, or board of police, whose duty it shall be to patrol the streets from the hour of ten at night until four in the morning, and to observe all disorderly, irregular and suspicious persons with the utmost vigilance and circumspection-and that said board of police and each member thereof, be empowered, authorized and required to arrest all suspicious night walkers, and disorderly persons, whatever, wandering or vagrant in the streets after the hour aforesaid, and to commit the same to the jail of the county for examination by judicial authority, and that the said patrol report the occurrences of the night to the burgesses or either of them: And as much tumult, disorder and mischief arises in the night, from the reception and entertainment of idle, irregular and disorderly persons at unreasonable hours, it shall further be the duty of the patrol to report all such houses to the burgesses or either of them, who are enjoined to take all legal and effectual means for the suppression of such houses and punishment of the offenders.

SECT. 2. Be it further enacted, That the burgesses shall from time to time cause the members of the patrol to be duly notified of their appointment, and that every person notified, neglecting or omitting to attend or to perform his tour or turn of duty, shall for every such refusal or default pay a fine of two dollars for the use of the corporation unless he can render to the chief burgess, assistant burgess and president of the council a satisfactory reason why he should be exonerated from such service, or excused for non-attendance, of which they or any two of them shall be the only judges.

AN ORDINANCE RESPECTING DOGS.

AN ORDINANCE RESPECTING DOGS,

SECT. 1. Be it ordained and enacted by the Town Council of the borough of Carlisle, and it is hereby ordained and enacted by the authority of the same, That the high constable of the borough of Carlisle shall, on or before the first day of July in each year, make a return in writing to the borough treasurer, of the names of all persons owning, possessing, feeding or harboring any animal or animals of the dog kind, above three months old; stating, as fully as he can ascertain the same, the number owned by each individual, the sex and colour; and that he be paid out of the borough treasury, three cents for each animal so returned. For which purpose, it shall be lawful for him to call upon such person, if needful, and require the information necessary to enable him to make such return; and it shall be the duty of every person, so called upon for such information, to give the same in a full and satisfactory manner, without prevarication, excuse or delay. And in case any such person shall refuse to give such informa tion, or shall knowingly be guilty of falsehood therein, he or she shall pay a fine of five dollars, to be recovered in the name of the corporation, one half thereof to the use of the corporation, and the other half to the use of the high constable,

SECT. 2. And be it further ordained by the authority aforesaid, That every person owning, possessing, feeding or harboring any such animal as aforesaid, shall, on or before the first day of August in each year, pay to the borough treasurer, for the first such animal, if a dog or spayed bitch, a tax of fifty cents, and if an unspayed bitch, two dollars; and in case the same person shall so own, possess, feed or harbor more than one such animal, such person shall, on or before said first day of August in each year, pay to the borough treasurer, for the second, if a dog or spayed bitch, a tax of one dollar and fifty cents; and if an unspayed bitch, five dollars; and for each such animal beyond that number, a tax of ten dollars. And to prevent misunderstanding, where the same person shall so own, possess, feed or harbor several such animals, of different sexes, dogs and spayed bitches shall be first counted.

SECT. 3 And be it further ordained by the authority aforesaid, That the borough treasurer shall procure a notice to be served on the owner or possessor of each such animal, or to be left at the house where the same is fed or harboured, on or before the twentieth day of July, (unless the tax upon the same shall have been previously paid)

stating the sex of the animal, and the amount of tax to be paid by each individual.

SECT. 4. And be it further ordained by the authority aforesaid, That if any such tax shall remain unpaid on the said first day of August, the person owning, possessing, feeding or harbouring any such animal, shall forfeit and pay double the amount of the tax so remaining unpaid in each case respectively, to be recovered in the usual manner, one half thereof to the use of the corporation and the other half to the use of the high constable.

SECT. 5. And be it further ordained by the authority aforesaid, That the treasurer shall, on or before the first day of August in each year, under a penalty of one dollar for each day's neglect thereof, furnish the high constable with an accurate copy of such return, and stating particularly thereon what taxes have been so paid; for which he shall be paid one dollar. Upon the receipt of such copy, it shall be the duty of the high constable forthwith to institute suits against all delinquents, and to have the same diligently prosecuted; and it shall moreover be lawful for the high constable, or other persons authorised by him, to take, kill, or destroy, by shooting or otherwise, any such animal for which such tax shall not have been so paid on or before the said first day of August: except, however, animals belonging to persons visiting or passing through said borough, and accompanying their owners.

SECT. 6. And be it further ordained by the authority aforesaid, That if any bitch shall be suffered to run at large in said borough, while in heat, whether the said tax shall have been paid on her, or not, the person owning, possessing, feeding or harboring her, shall forfeit and pay to the use of the corporation, the sum of ten dollars, to be sued for and recovered in the usual manner.

respecting the Burning of Chimneys.

SECT. 1. Be it ordained and enacted, by the Town Council, of the Borough of Carlisle, and it is hereby ordained &c. That if any per

son who shall be the owner or occupier of any house within the borough, shall from and after the passing of this ordinance, suffer any chimney to be unswept or uncleansed so long that the same shall take fire by accident, so as to flame out of the top, shall forfeit and pay to the use of the corporation the sum of five dollars, provided, that it shall and may be lawful for any owner or occupier of such chimney in wet or snowy and calm weather, to burn any chimney occupied by him, her or them tor the purpose of cleaning the same; but if any such owner or occupier of any house or chimney, shall voluntarily burn their chimney at any other time than when the weather shall be wet or snowy and calm, every person so offending shall forfeit and pay for the use aforesaid the sum of twenty dollars.

AN ORDINANCE

to prevent danger by fire.

Be it ordained and enacted by the Town Council of the borough of Carlisle and it is hereby enacted by the authority of the same, That if any owner or occupier of any lot within the inhabited part of said borough shall build make or place any stack, rick, mow or heap of grain, hay, straw, chaff, fodder or other combustible matter, in an open and exposed situation, so as to be in danger of taking fire, from sparks or coals, falling on the same, on any such lot, and within the distance of one hundred feet from the chimney of any fire place in which a fire is usually kept, and shall not within ten days notice thereof being given him by the High Constable, remove the same, or cause the same to be securely and closely covered and inclosed with boards or other safe covering or inclosure, such person or persons shall forfeit and pay for the use of the corporation, the sum of Ten Dollars, to be recovered as other fines are recoverable.
