To Hon. T. M. Campbell, Governor of Texas:

In compliance with the requirements of law, the Railroad Commission of Texas begs to submit herewith its sixteenth annual report, in which it is its intention to set forth its transactions for the year ending October 31, 1907, or since the date of its last annual report.

Such transactions, which include orders, tariffs, rules and regulations adopted and promulgated by it during said year, together with former orders, tariffs, etc., theretofore promulgated by it and affecting the operation of the railroads of this State, and which are in force and effect on October 31, 1907, are embodied in the various appendices attached to and made a part of this report, as follows:

Appendix A.-Class and commodity tariffs of the Commission. Appendix B.-Emergency rates in force at the date of this report, or which were established during the year and which have been canceled. Appendix C.-Special freight rates established upon application of the different railroad companies of the State for the transportation of certain articles, which were different from those otherwise provided in regular tariffs, or on which no regular rates have been provided, or which were necessary on account of peculiar conditions and surroundings. This Appendix also includes all similar rates established previous to the past year and which are still in force.

Appendix D.-Rate Rulings. This Appendix contains the various rulings of the Commission affecting the application of freight rates generally, and also with reference to certain localities and conditions as shown.

Appendix E.-General Orders. This Appendix contains miscellaneous orders of the Commission which affect the general operation of the railroads of the State, such as the filing of tariffs, the reception, transportation and delivery of loaded cars, methods of bookkeeping, etc.

Appendix F.-Miscellaneous and special orders, such as requiring the construction of depots at specific points, increase of terminal facilities, instructions to the Attorney General to institute suit for the recovery of penalties, etc.
