Sec. 4. And be it further enacted by the auStyle of the thority aforefaid, That the head or chief mafter of the college, fhall be called and ftyled the principal of the college, and the mafters thereof, fhall be called and ftyled profelfors; but neither principal nor profeffors, while they remain fuch, fhall ever be capaPowers of the ble of holding the office of trustee: faculty defined principal and profeffors, or a majority of them hall be called and ftyled the faculty of the college, which faculty fhall have the power of enforcing the rules and regulations, adopted by the trustees for the government of the pupils, by rewarding or cenfuring them, and finally by fufpending fuch of them, as after repeated admonitions, fhall continue refractory, until the determination of a quorum of truftees can be had; and of granting and confirming, by and with the approbation and confent of a board of the trustees fignified by their mandamus, fuch degrees in the liberal arts and sciences, to fuch pupils of the college, or others, as by their proficiency in learning or meritorious conduct, they fhall think entitled to them, as are usually granted and conferred in other colleges, in the United States of America; and to grant to fuch graduates, diplomas or certificates, under their common feal, and figned by the faculty: All perfons of every religious denomination, fhall ho may be be capable of being elected truftees, nor fhall

An ACT to erect Penn township in the county of Northampton, into a new election district.

Section 1.

New election

BE E it enacted by the Senate and Houfe of Reprefentatives of the Commonwealth of Pennsylvania, in General Assembly met, and it is hereby enacted by the authority of the fame, That the township of Penn, diftrict erected in the county of Northampton, fhall be a in Northamp feparate election district, to be called Penn ton county. and the electors thereof fhall hold their

district;

their general elections at the house now occupied by George Simon Wehr, in said township.
