to appoint and dismiss such employees upon the recommendation of the county librarian. Such employee shall not be removed except for cause, and in case any such removal be made upon the ground that the services of such employee are no longer required, such removed employee shall have the first right to be restored to such employment when such services are again required, but the board of supervisors may, at the time of appointing any employee, and upon the recommendation of the county librarian, enter into an agreement that such employee be employed for a definite time only. All employees of the county free library whose duties require special training in library work shall be graded in grades to be established by the county librarian, with the advice and approval of the state librarian, according to the duties required of them, experience in library work and other qualifications for the service required; and before appointment to a position in the graded service, the candidate must pass an examination appropriate to the position sought, satisfactory to the county librarian, and show a satisfactory experience in library work. Work in approved library schools or libraries, or certificates issued by the board of library examiners, may be accepted by the county librarian in lieu of such examination. The county librarian may also accept as ap prentices, without compensation, candidates possessing personal qualifi cations satisfactory to him and may dismiss the same at any time if in his judgment their work is not satisfactory to him.

§ 9. Salaries of county librarians. The county librarian shall, prior to entering upon the duties of his office, file with the county clerk the usual oath of office and a bond, conditioned upon the faithful performance of his duties, with sufficient sureties approved by a judge of the superior court in the county of which the librarian is to be the county librarian, in such sum as may be determined by the board of supervisors. The county librarian shall, subject to the general rules adopted by the board of supervisors, build up and manage, according to accepted principles of library management, a library for the use of the people of the county, and shall determine what books and other library equipment shall be purchased. The salary per annum of the county librarian shall be as follows: In counties of the first and second class, the sum of two thousand four hundred dollars; in counties of the third class, the sum of three thousand dollars; of the fourth to the tenth classes inclusive, two thousand dollars; of the eleventh to the twentieth classes inclusive, one thousand eight hundred dollars; of the twenty-first to the thirtieth classes inclusive, one thousand five hundred dollars; of the thirty-first to the forty-eighth classes inclusive, one thousand two hundred dollars; and of the forty-ninth to the fifty-seventh classes inclusive, five hundred dollars. The salary of each of the county librarians here provided shall be paid by each of such counties in equal monthly installments, at the same time and in the same manner and out of the same fund as the salaries of other county officers are paid The county librarian and his assistant shall be allowed actual and necessary traveling expenses incurred on the business of the office. In the case of any conflict in the salaries provided for in this section nine, and those provided elsewhere in this act, or those which may be provided elsewhere by law, the salaries provided in this section nine shall be subordinate to and shall be controlled by the salaries elsewhere specified in this act or elsewhere specified by

law, regardless of whether or not the other provisions of law have been enacted prior or subsequent to the enactment of this amendment to said section nine. [Amendment approved April 8, 1921; Stats. 1921, p. 52.]

§ 9a4. Counties of fourth class, salary of librarian. Fresno. In counties of the fourth class the salary of the county librarian shall be four thousand dollars per annum. [New section added June 3, 1921; Stats. 1921, p. 1463.]

§ 9a6. Counties of sixth class, salary of librarian. Santa Clara. In counties of the sixth class the salary of the county librarian shall be two thousand four hundred dollars per annum. [New section added May 27, 1921; Stats. 1921, p. 662.]

The amendments relating to the sixth, tenth, thirteenth, thirtieth, thirty-first and the thirty-sixth counties also contained the following provision:

The provisions of this act, so far as they are substantially the same as existing statutes governing counties of this class, must be construed as continuations thereof and not as new enactments; and nothing in this act contained shall be deemed to shorten or extend the term of office or employment of any person holding office or employment under the provisions of such statutes.

§ 9a10. Counties of tenth class, salary of librarian. Orange. In counties of the tenth class the salary of the county librarian shall be one thousand eight hundred dollars per annum. [New section added June 3, 1921; Stats. 1921, p. 1445.]

§ 9a13. Counties of thirteenth class, salary of librarian. Contra Costa. In counties of the thirteenth class the salary of the county librarian shall be two thousand four hundred dollars per annum. [New section added May 27, 1921; Stats. 1921, p. 603.]

§ 9a19. Counties of nineteenth class, salary of librarian. Solano. In counties of the nineteenth class, the salary of the county librarian shall be two thousand four hundred dollars per annum. [New section added June 3, 1921; Stats. 1921, p. 1359.]

§ 9a34. Counties of twenty-second and thirty-fourth class, salary of librarian. Butte-Yolo. In counties of the thirty-fourth class the salary of the county librarian shall be one thousand eight hundred dollars per annum. In counties of the twenty-second class the salary of the county librarian shall be two thousand two hundred dollars per annum. [New section added May 27, 1921; Stats. 1921, p. 685.]

§ 9a30. Counties of thirtieth class, salary of librarian. San Luis Obispo. In counties of the thirtieth class the salary of the county librarian shall be two thousand dollars per annum. [New section added May 31, 1921; Stats. 1921, p. 936.]

§ 9a31. Counties of thirty-first class, salary of librarian. Napa. In counties of the thirty-first class the salary of the county librarian shall

§ 9ff. Counties of thirty-second class, salary of librarian. Placer. In counties of the thirty-second class the county librarian shall receive one thousand five hundred dollars per year. [Amendment approved April 21, 1919; Stats. 1919, p. 122.]

When this section was enacted it applied to Kings county. Kings county, however, is now a county of the twenty-ninth class and Placer county is a county of the thirty-second class.

§ 9a33. Counties of thirty-third class, salary of librarian. Siskiyou. In counties of the thirty-third class the salary of the county librarian shall be one thousand eight hundred dollars per annum.

The amendment of this section also contained the following provision:

The provisions of this act, so far as they are substantially the same as existing statutes governing counties of this class, must be construed as continuations thereof and not as new enactments; and nothing in this act contained shall be deemed to shorten or extend the term of office or employment of any person holding office or employment under the provisions of such statutes, nor to increase or decrease the compensation paid to or received by any such person under the provisions of such statute, except as otherwise herein expressly provided. [New section added May 27, 1921; Stats. 1921, p. 755.]

This section supersedes section 9gg as added in 1917 (Stats. 1917, p. 1610), and which fixed the salary of the librarian in counties of the thirty-third class.

§ 9ii. Counties of the thirty-fifth class. Shasta. In counties of the thirty-fifth class the salary of the county librarian shall be one thousand eight hundred dollars per annum. [New section added April 21, 1919;

When this section was added Yolo county was a county of the thirtyfifth class. Yolo county is now a county of the thirty-fourth class and is governed by section 9a34, ante. Shasta county is now a county of the thirty-fourth class.

§ 9a36. Counties of thirty-sixth class, salary of librarian. Tehama. In counties of the thirty-sixth class the salary of the county librarian shall be one thousand eight hundred dollars per annum.

§ 9tt. Salary of county librarian, counties of thirty-eighth class. Glenn. In counties of the thirty-eighth class the salary of the county librarian shall be one thousand eight hundred dollars per annum, to be paid by said counties in equal monthly installments at the same time, in the same manner and out of the same fund as the salaries of other county officers are paid, said librarian shall also be allowed the actual and necessary traveling expenses incurred by him on business of the office. [New section added May 27, 1921; Stats. 1921, p. 238.]

§ 9mm. Counties of thirty-ninth class, salary of librarian. Nevada. In counties of the thirty-ninth class the salary of the county librarian

shall be one thousand five hundred dollars per annum. [New section added March 31, 1919; Stats. 1919, p. 19.]

When this section was adopted it applied to Tuolumne county, which was at that time a county of the thirty-ninth class. Tuolumne county is now a county of the forty-sixth class and Nevada county is a county of the thirty-ninth class.

§ 9pp. Counties of forty-second class, salary and expenses of librarian. Colusa. In counties of the forty-second class the county librarian shall receive one thousand eight hundred dollars per year, to be paid by such counties in equal monthly installments at the same time, in the same manner and out of the same fund as the salaries of other county officers are paid, and shall also be allowed the actual and necessary traveling expenses incurred on the business of the office. [Amendment approved April 9, 1919; Stats. 1919, p. 61.]

When this section was adopted it applied to Lassen county, which at that time was a county of the forty-second class. Lassen county is now a county of the forty-fourth class and is governed by section 9a44, post. Colusa county is now a county of the forty-second class.

§ 9a44. Counties of forty-fourth class, salary of librarian. Lassen. In counties of the forty-fourth class the salary of the county librarian shall be one thousand eight hundred dollars per annum. [New section added June 1, 1921; Stats. 1921, p. 1062.]

§ 9a50. Counties of fiftieth class, salary of librarian. Plumas. In counties of the fiftieth class the salary of the county librarian shall be one thousand eight hundred dollars per annum. [New section added June 3, 1921; Stats. 1921, p. 1432.]

§ 9a52. Counties of fifty-second class, salary of librarian, Modoc. In counties of the fifty-second class the salary of the county librarian shall be one thousand dollars per annum. [New section added June 1, 1921; Stats. 1921, p. 1061.]

§ 9a55. Counties of fifty-fifth class, salary of librarian. Trinity. In counties of the fifty-fifth class the salary of the county librarian shall be one thousand five hundred dollars per annum. [New section added June 1, 1921; Stats. 1921, p. 1065.]

The legislature also in 1919 amended the section relating to the salary of the librarian of counties of the fifty-fifth class. See § 9ccc; Stats. 1919, p. 23.

§ 10. Supervision of state librarian. Convention of county librarians. The county free libraries of the state shall be under the general supervision of the state librarian, who shall from time to time, either personally or by one of his assistants, visit the county free libraries and inquire into their condition. The actual and necessary expenses of such visits shall be paid out of the state library fund. The state librarian shall annually call a convention of county librarians, to assemble at such time and place as he shall deem most convenient, for the discussion of questions pertaining to the supervision and administration of the county free libraries, the laws relating thereto, and such other subjects affecting the welfare and interest of the county free libraries as shall properly be brought before it. It is hereby made the duty of all the county librarians to attend and take part in the proceedings of such convention. The actual and necessary expenses of the county librarians attending the convention shall be paid out of the county free library fund.

§ 11. Report. The county librarian shall, on or before the thirtyfirst day of July in each year, report to the board of supervisors and to the state librarian on the condition of the county free library, for the year ending June thirtieth preceding. Such reports shall, in addition to other matters deemed expedient by the county librarian, contain such statistical and other information as may be deemed desirable by the state librarian. For this purpose the state librarian may send to the several county libraries instructions or question blanks so as to obtain the material for a comparative study of library conditions in the state.

§ 12. Tax levy. Bonds. Gifts. Fund. Claims, how paid. The board of supervisors, after a county free library has been established, shall annually levy, in the same manner and at the same time as other county taxes are levied, and in addition to all other taxes, a tax not to exceed one mill on the dollar of assessed valuation upon all property in such county outside of incorporated cities and towns maintaining free public libraries, and library districts maintaining district libraries, and upon all property within incorporated cities, towns and library districts, which have elected to become a part of such county free library system as provided in this act, for the purpose of purchasing property for, establishing and maintaining the county free library. County bonds may be issued, in the manner prescribed in section 4088 of the Political Code for the erection and equipment of county free library buildings and the purchase of land therefor. The board of supervisors is authorized to receive, on behalf of the county, any gift, bequest or devise for the county free library, or for any branch or subdivision thereof. The title to all property belonging to the county free library shall be vested in the county. All laws appli cable to the collection of county taxes shall apply to the collection of the tax herein provided. All funds of the county free library, whether derived from taxation or otherwise, shall be in the custody of the county treasurer. They shall constitute a separate fund, called the county free library fund, and shall not be used for any purposes except those of the county free library. Each claim against the county free library fund shall be authorized and approved by the county librarian, or in his absence from the county by his assistant. It shall
