PREFACE

In pursuance of an act of Congress providing for the publication, and following the directions of the Secretary of the Interior, the decisions relating to pensions which compose this, the second volume, are se lected, as were those in the first volume, from the cases submitted to the Board of Pension Appeals, with a view to still further "establishing a line of consistent precedents in departmental rulings" on the several classifications of pension claims; and the volume is presented in the belief that it will prove substantially valuable to claimants, to attorneys, and to the Department itself as a guide in the construction and application of the various statutory provisions relating to such claims. The volume contains also, as addenda to the decisions, the opinion of the late Attorney-General, Caleb Cushing, on "the relation of line of duty to pension claims" [reproduced from page 149, Vol. VII, "Opinions of Attorneys General"], and also the bounty land laws now in force.
