EXPLANATORY STATEMENT

This Iowa Manual of Legislative Procedure has been compiled, edited, and published in accordance with the provisions of a concurrent resolution of the Thirty-seventh General Assembly bearing the date of February 8, 1917. The resolution was first presented in the Senate on February 3rd by Senator K. M. Le Compte, Chairman of the Committee on Rules.

Since the book has been compiled, edited, and printed within two weeks from the date of its authorization, it would be too much to hope for perfection in this first edition. The task would have been impossible but for the researches of The State Historical Society of Iowa in connection with the volume recently published on Statute Lawmaking in Iowa - a volume of 736 pages in which may be found a discussion of other phases of statute law-making.
