Mr. Speaker: The Senate have passed a bill, enti tled "An act to alter and amend the act, entitled 'An act fixing the military peace establishment of the United States," to which they desire the concurrence of this House: The President of the United States has approved and signed "An act for altering the time for holding the district court in Ohio:" And then he withdrew. Mr. Livermore, from the committee appointed to present to the President of the United States, the re solution of this day, reported, that the committee had performed that duty, and that the President answered that the business should be attended to agreeably to the request and limits prescribed in the resolution. A message was received from the President of the United States, by Mr. Edward Coles, his secretary, notifying that the President did, this day, approve and sign two acts, to wit: "An act to prevent the issuing of sea letters, except to certain vessels,” and, "An act providing for the third census, or enume. ration of the inhabitants of the United States."
