A motion was then made by Mr. Key, and seconded, to re-commit the said bill to the consideration of a committee of the whole House, for the purpose of amending the same, by striking out the sum of forty-nine thousand four hundred dollars for expenses of intercourse with foreign nations, and to make the appropriation exclusive of the mission to Russia.
