Ordered, That the said petition be referred to Mr. Sammons, Mr. Heister, Mr. Bacon, Mr. Roane, and Mr. Lemuel J. Alston, with instruction to examine the matter thereof, and report the same with their opinion thereon to the House.

On motion of Mr. Gold, and seconded,

Resolved, That a committee be appointed to inquire into the state of the public arsenal, at Westpoint, in the state of New York, and the condition of the public property there deposited, and to consider of the means necessary for the security and preservation thereof: and also, to inquire into the expediency of providing, by law, for ascertaining and setting the controverted boundary of the public land at said place; and that they have leave to report by bill or otherwise.

Ordered, That Mr. Gold, Mr. Milnor, Mr. Gholdson, Mr. Blaisdell, and Mr. M'Bryde, be appointed a committee pursuant to the said resolu

tion.

Mr. Newton, from the Committee of Commerce and Manufactures, presented a bill for the benefit of seamen of the United States, which was received and read the first time.

On motion,

The said bill was read the second time and committed to a committee of the whole House, on Mon. day next.

On motion of Mr. Fisk, and seconded,

Resolved, That the committee, to whom was referred so much of the message of the President of the United States, as relates to the fortifications of the ports and harbors of the United States, be instructed to inquire into the expediency of repairing the fortifications at West-point, and that they have leave to report thereon to this House by bill or otherwise.

A motion was made by Mr. Burwell, and seconded, that the House do come to the following resolu

tion:

Resolved, That the Committee of Accounts be instructed to inquire into the manner in which the contract with the Clerk for supplying this House with stationery has been executed; and also into the expediency of changing the present mode of supplying the members, so far as to furnish, at the commencement of every future session, to each member a quantity of stationery, not exceeding

dollars in value.

A division of the question upon the said resolution was called for by Mr. Rhea, of Tennessee, and the same being seconded,

The question was taken that the House do agree to the first member of the said resolution, contained within the same, to the word "exccuted," inclusive, And resolved in the affirmative.

On motion of Mr. Livermore, and seconded, Ordered, That the consideration of the unfinished business of yesterday be postponed until to-morrow.

The House, according to the order of the day, again resolved itself into a cominittee of the whole House on the bill to deprive, in certain cases, vessels of their American character; and to prevent, under certain disabilities, any citizen of the United States taking a license from any foreign power, to navigate the ocean, or trade with any other foreign or independent power; and after some time spent therein, Mr. Speaker resumed the chair, and Mr. Helms reported, that the committee had, according to order, had the said bill under consideration, and made a further progress therein.

Resolved, that this House will to-morrow again resolve itself into a committee of the whole House on the said bill.

The House, according to the order of the day, resolved itself into a committee of the whole House, on the bill for the relief of Harry Caldwell and Amasa Jackson; and after some time spent therein, Mr. Speaker resumed the chair, and Mr. Bassett reported, that the committee had, according to order, had the said bill under consideration, and made several amendments thereto, which were read, and, on the question put thereon, severally agreed to by the House.

On motion of Mr. Helms,

The title of the said bill was amended, by adding to the end thereof the words "and others."

Ordered, That the said bill, as amended, be engrossed, and read the third time to-morrow.

The House, according to the order of the day, resolved itself into a committee of the whole House, on the bill for the relief of John N. Stout; and after some time spent therein, Mr. Speaker resumed the chair, and Mr. Helms reported, that the committee

had, according to order, had the said bill under con. sideration, and made no amendinent thereto.

Ordered, That the said bill be engrossed, and read the third time to-morrow.

The Icuse, according to the order of the day, resolved itself into a committee of the whole House, on the bill to authorize the removal of slaves from une part of the district of Columbia to another; and after some time spent therein, Mr. Speaker resumed the chair, and Mr. Helms reported, that the committce had, according to order, had the said bill under consideration, and made no amendment thereto.

The said bill was then amended at the clerk's table, and ordered to be engrossed and read the third time to-morrow

The House, according to the order of the day, resolved itself into a committee of the whole House, on the bill authorizing a detachment from the militia of the United States; and after some time spent therein, Mr. Speaker resumed the chair, and Mr. Bassett reported, that the committee had, according to order, had the said bill under consideration, and made some progress therein.

Resolved, That this House will to-morrow again resolve itself into a committee of the whole House on the said bill.

On motion of Mr. Dana, and scconded,

Resolved, That the Secretary for the Department of War be directed to lay before this House, a general account of the returns of the respective quotas of the last detachment of a hundred thousand militia, required by the President of the United States, in pur. suance of the act respecting the same.

The several orders of the day were farther postponed until to-morrow.

And the House adjourned until to-morrow morning, eleven o'clock.
