PREFACE TO FOURTH EDITION

THE Consolidation of the Licensing (Scotland) Acts, 1828 to 1897, which was advocated in former editions, has now been accomplished. This has rendered it expedient that a Fourth Edition be issued. In this edition the Licensing (Scotland) Act, 1903, is given in extenso, with brief notes. Numerous and important changes have been introduced into the new measure by alterations and additions, but the certificates of licence-holders and the leading enactments remain very similar to what they were. It is, however, vain to imagine that those who only master the details and intricacies of the new Act are acquainted with all the duties, responsibilities, and statutory obligations of those conducting the trade in exciseable liquors. There are numerous other public general statutes in force having special provisions applicable to the trade which have not been affected by the new Act. These are also given in this volume from no less than 28 statutes. Reports of 185 decided cases bearing on the Licensing Laws are also given. Some of these are comparatively brief, as fuller reports are to be found in the authorised reports, while others, culled chiefly from newspapers, are furnished at greater length, as no notice has been obtained of them in the usual
