I. By direction of the President, the following order is published for the information and guidance of all concerned:

1. So much of paragraph 3, General Orders, No. 119, War Department, July 2, 1906, as relates to the organization of the "Provisional Regiment of Field Artillery" at Fort Riley, Kansas, and provisionally attaches the 29th Battery, Field Artillery, to the 7th Battalion, Field Artillery, is hereby rescinded.

2. The 4th and 5th Battalions, Field Artillery, will constitute a provisional regiment of field artillery which will be known and designated as the 'Provisional Regiment, Field Artillery." The regiment will be commanded by the commanding officer of the artillery subpost at Fort Riley, Kansas, and the regimental staff officers will be appointed by the regimental commander from among the officers on duty at that subpost.

3. The 29th Battery, Field Artillery, is provisionally attached to the 9th Battalion, Field Artillery (siege). [1163074. M. S. O.] II. The following is published to the Army for the information and guidance of all concerned:

The United States having recently purchased for military purposes a tract of about 24.25 acres of land adjoining the military reservation of Fort Crockett, Texas, as announced in General Orders, No. 91, Headquarters of the Army, July 9, 1900, on the east, the same is hereby announced as an addition to said reservation. The entire reservation contains about 125.57 acres and is bounded as follows, viz:

Beginning at the northwest corner of out-lot 203 according to the Galveston City Company's map of the city of Galveston, now in common use, that being the southeast corner of the intersection of Fifty-third street and Avenue U; thence east along the south side of said Avenue U a distance of 2,960 feet to the northeast corner of out-lot 206, being the southwest corner of the intersection of Forty-fifth street and Avenue U, said point being marked by a marble monument with brass center plug; thence along the south side of Avenue U, N. 73° 17′ E., 1,268.8 feet, to a point 200 feet from the north face of the U. S. Sea Wall, marked by a granite monument with brass center plug; thence N. 56° 08′ 47′′ E., parallel to and 200 feet from the north face of the U. S. Sea Wall, to a granite

monument with brass center plug in center of Thirty-ninth street; thence southerly along the center line of Thirty-ninth street to its intersection with the south side of Avenue U produced; thence easterly along the south side of Avenue U produced, to the east side of Thirty-ninth street; thence southerly along the east side of Thirty-ninth street to the Gulf of Mexico: thence westerly or southwesterly along the waters of the Gulf of Mexico with the meanders thereof to the east side of Fifty-third street, thence north along the east side of Fifty-third street to the southwest corner of out-lot 253, that point being the northeast corner of the intersection of Avenue X and Fifty-third street; thence continuing north along the east side of Fifty-third street a distance of 1,910 feet to the place of beginning. I. Paragraphs 600, 831, 849, and 1145, Army Regulations, are amended to read as follows:

600. A disbursing officer may draw his check in favor of himself (a) for making payments of amounts not exceeding $20; such checks shall bear indorsed upon them the names of the persons to whom the amounts drawn are to be paid, or accompanied by a list or schedule made a part of the checks, containing the same information; for making payments at a distance from a depository; or, (b) for making payments of fixed salaries due at a certain period, if the check be not drawn more than two days before the salaries become due. In all other cases checks will be made payable to “order,” and will be drawn only in favor of the persons, firms, or corporations, by name, to whom the payments are to be made.

831. No information will be furnished by any person in the military service which can be made the basis of a claim against the Government, except it be given as the regulations prescribe to the proper officers of the War, Treasury, or Interior Departments, or the Department of Justice. Information concerning sick and wounded officers and enlisted men may be freely conveyed to allay the anxiety of friends. The fact of death may be communicated to relatives, but not circumstances connected therewith which could be made use of in prosecuting claims against the Government. If any person in the military service has knowledge of facts pertaining to the service of an individual who is an applicant for a pension he may, upon request, if not pecuniarily interested, furnish a certificate or affidavit setting forth his knowledge, but such certificate or affidavit will be furnished only to The Military Secretary of the Army to be forwarded to the proper officer of the Interior Department. Record evidence will be furnished by the War Department only. [1151559, M. S. O.]

849. Recruiting for the Army will be conducted by

1. An officer for each regiment, post or detachment, detailed by the proper commanding officer to enlist for the regiment, post, or detachment, or, when authorized by the department commander, for any troops in the department, or, when authorized by the War Department, for any organization in the Army.

2. An officer detached from any organization by its commander, with the approval of the War Department, to make enlistments for that organization and, when authorized by the War Department, for any organization in the Army.

3. Officers detailed on recruiting service by the War Department. The regular details will be ordinarily for two years. [1162441, M. S. O.]

1145. The Quartermaster's Department will furnish transportation for the prescribed regimental and company desks, for the books, papers, and instruments of staff officers necessary to the performance of their duties, and for the medical chests of medical officers; also for the professional books, including standard works of fiction, of officers changing station, officers ordered home for retirement, graduates of the Military Academy, and officers joining on first appointment, which they certify belong to them and pertain to their official duties. Invoices of packages turned over to the shipping officer will be accompanied by the certificate of the officer as to character of books, and a certified copy will be attached to the bill of lading issued at the initial point of shipment.

Shipment of professional books will be made at carrier's risk, as provided for the baggage allowance in paragraph 1142.

II. Paragraph 881, Army Regulations, as amended by General Orders, No. 76, War Department, April 15, 1906, and General Orders, No. 130, War Department, July 16, 1906, is further amended to read as follows:

881. A monthly report of the medical examination of applicants for enlistment will be made for each garrisoned post or recruiting depot. This report will contain a record of all applicants examined during the preceding month and will be forwarded, not later than the sixth day of every month, to The Military Secretary of the Army, who will furnish blanks for the purpose. Where an applicant fails for any cause to complete his enlistment a notation to that effect will be made in the column for remarks. A copy of the report will be retained at the post or depot for which it is made. [1160691, M. S. O.]

III. The following paragraph is added to the Army Regulations:

3464. Post laundries are established and maintained under special regulations issued by the War Department.
