standing on the Commons of this City, for the use of the poor aforesaid, and that orders be given to the Wood Cutters to leave Lanes and Avenues for the Inhabitants to walk in the summer season.

Mr. Nesbitt was directed to pay Alex'r Brown 52s, for 2 meals victuals for 26 men of the 3rd Battalion of Northampton County Militia.

Mr. Nesbitt was directed to pay Lieut. Rob't Connolly four Hundred Dollars, for recruiting service for the 4th Penn'a Regiment. Mr. Nesbitt to pay Capt. Geo. Robinson 10s for an axe for the use of his Company, to be charged to Congress.

Mr. Nesbitt to pay Capt. John Jacobs the Balance of his acco't, for Expences accrued in transporting & Guarding Prisoners to Baltimore, the whole amounting to £165 12 3.

Capt. Geo. Bickham was directed to pay Capt. Jack for Milage for himself, 2 Lieutenants & 6 Privates, 160 Miles, £9 6 0.

By direction of General Washington, Col. Wheadon of the third Virginia Regiment, deposited with this Council Six Colours, being part of a number taken on the 26th ultimo, at Trenton, belonging to the Hessian Regiments.

An order was drawn on Mr. Nesbitt in favour of Messrs. Peter Dehaven & Co., for £500, to be charged to their acco't.

Mr. Nesbitt was directed to pay to Richard Wells £31 0 0, for attendance on the Fleet with his Boat & two hands, for the Month of December.

The following resolution of Congress was directed to be inserted on the Minutes of this Council :

"In Congress, December 27th, 1776.

"Resolved, That the Council of Safety of Pennsylvania be requested to take the most vigorous and Speedy measures for punishing all such as shall refuse Continental Currency, and that the General be directed to give all necessary aid to the Council of Safety for carrying their measures on this subject into effectual execution. "By order of Congress.

"Sign'd JOHN HANCOCK, President."

In Consequence of the foregoing resolve of Congress and the Intelligence received from several parts of this State, that the disaffected and enemies to the United States of America are pursuing the most dangerous schemes to destroy the Credit of the Money issued under the authority of Congress, which wicked and Mischevious practises are likely to be attended with the most pernicious Consequences, unless immediately suppressed by a speedy and Vigorous exertion of the powers invested in this Council; therefore,

Resolved, That if any person or persons from and after the publication of this resolve, shall refuse to take Continental Currency in payment of any Debt or Contract whatsoever, or for any Goods,

Merchandize or Commodity offered for sale, or shall ask a greater Price for any such Commodity in Continental Currency than in any other kind of money or specie, in full proof made thereof before any three members of any County Committee, or any three Field officers of Militia of this State, the person or persons so offending shall for the first offence be considered as a dangerous Member of Society, and forfeit the Goods offered for sale or Bargained for, or debt Contracted, to the person to whom the Goods were offered for Sale or by whom they were bargained for, or from whom such Debt is due, and shall moreover pay a fine of five pounds to the State, to be levied immediately by the persons to whom forfeitures are directed to be paid by this resolve, provided such debt or Contract do not exceed that Sum; but if the debt Due or price of such goods bargained for or offered to sale exceed the sum of five pounds, then the person offending as aforesaid, shall, besides the Debt due, goods Contracted for or offered to sale, forfeit to the full amount of said Debt, Contract or price agreed on or demanded, one-third part of such forfeitures to be for the use of the informer, and the remaining two-third Parts to the Use of this State, to be paid to the Committee of the County where the forfeiture is incurred, or where no such Committee exists, to the three Field officers of the Militia of the next nearest Battalion, to be by them transmitted to the public Treasury of this State, after deducting reasonable Costs, such forfeiture to be levied immediately, by the direction and authority of the said Committee or Field Officers; and every person so offending, shall for the second offence be subject to the aforementioned penalties, and be banished this State, to such place and in such manner, as this Council shall direct:

Nevertheless, if any person shall think him or herself aggrieved by the determination of any of the said Committees or Field Officers, he or she shall be allowed an appeal to this Council, provided the said appeal be made within six weeks after such determination made and information thereof given by the said Committee or Field Officers to the parties in Writing; A regular record of the proceedings in every case to be transmitted to this board in four Weeks after determination.

Resolved, That all persons whose Shops, Stores or Warehouses, have been heretofore shut up, and have been restrained from carrying on a Commercial Intercourse with the inhabitants of this State, for refusing Continental Currency, shall be released from such restraint and permitted to open their Shops, Stores or Warehouses, and that persons who are in Confinement for the same offence, be Immediately discharged from such confinement, to be subject nevertheless to the penalties described in the foregoing resolution for future offences.

Resolved, That the widow of John Sherer, deceased, be allowed half pay from the time of said Sherer's decease until the first day of June next, when the Council will give further directions in the premices.

(N. B. The above mentioned John Sherer belonged to the Congress armed Boat, & died the 8th July, 1776.)

An order was drawn on Mr. Nesbitt in favour of Capt. John Hazlewood, for £50, to be charged to his acco't.

An order was drawn on Mr. Nesbitt in favour of Capt. Joseph Blewer, for £100, to be charged to his acco't.

Resolved, That Mr. Moses Young be employed as an assistant to the Secretary.

Capt. Geo. Bickham was directed to pay Capt. Charles Leeper £11 5 6, for dieting 11 men of his Company from Cumberland County, to be charged to Congress.

Mr. Nesbitt was directed to pay Henry Funk £21 15 0, for 29 pair of Shoes d'd Capt. Bickham.

Mr. Nesbitt to pay John Elwood £25 10 0, for attendance on the armed Boats while up the river Delaware, to assist in transporting the Troops across the River and defending the Passes.

Resolved, That all those persons who have been appointed on the new Establishment to any office in any of the Regiments ordered to be raised in this State, and who have not received their Com missions, do apply on or before the 10th instant to this Council for the same; all such who neglect to comply with this resolve may expect to be superseded, as the public service requires, their immediate attendance.

Resolved, That all the officers who have been in the Continental Service in any of the Regiments raised in this State, or belonged to Colonel Miles' or Colonel Atlee's Battalions, and have not been appointed under the new arrangement of Congress, or in the Regi ment of this State, and who intend to continue in service, be required to send in their names to this Council, with the name of the Regiment they belonged to, and their rank, on or before the 10th Instant, and this Council will proceed immediately to fill up the va cancies, and in order that the Merits and Claims of the applicants may be better known, it is expected that they produce certificates of their Conduct from some General or Field Officers, which will be duly attended to in making the new appointments.

Mr. Nesbitt to pay Lieut. Isaac Hannah £21 13 0, for arms and accoutrements, to be charged to Col. Tim'y Green.

Mr. Nesbitt was directed to pay Standley & Sing £218 1 3, for 290 yards Cloth delivered to Capt. Bickham.

An order was drawn on Mr. Nesbitt, in fav'r of Capt. John McGowen, for 300 Dollars, for recruiting Service for the Regiments belonging to this State.

Resolved, That the Committee of Northampton County do immediately take the Ferry at Easton, kept by Lewis Gordon, under their direction, and cause it to be properly attended, and especially that all Soldiers and Expresses in the Continental Service be forwarded over the said Ferry, be solely under the controul and direction of the said Committee of Northampton County.

Mr. Nesbitt was directed to pay the following accounts: Capt. Stephen Krumrine £12 3 6, for colours, Drums, Fifes, &ca. 29 6, for Repairing Arms.

19 4 0, for Arms, to be charged to Colonel Daniel Hunter, of the 6th Battalion of Berks County. Col Archibald Thomson £10 0 0 for arms, to be charged to his acco't, and £5 14 6 for a Drum & expences in Collecting the Battalion.

Resolved, That Messrs. Rittenhouse & Biddle be a Committee to engage a person or persons to make an attempt at casting of Brass Ordinance, for which purpose they are authorized to draw on the Treasurer for all the necessary Expenses attending that Busi

ness.

Capt. Geo. Bickham was directed to pay Lieut. Isaac Hannah £23 7 6, for Expences of part of Capt. Rogers' Comp'y, on their March to join General Washington, to be charged to Congress.

An order was drawn on Mr. Nesbitt, in favour of Colonel Wm. Cook, for Two Thousand Dollars, for payment of Bounty & wages for his Regiment, to be charged to his acco't.

Mr. Nesbitt was directed to pay an order drawn on this board by Col. Samuel Hunter, of Northumberland County, for Five Hundred. Dollars, for payment of Militia in that County (a month's wages)

who are engaged to join General Washington, to be charged to Col. Hunter.

Captain Geo. Bickham was directed to pay Capt. John Carrothers £16 17 6, for nine days' subsistence of 15 men, on their march to Philadelphia, to be charged to Congress. And likewise, Capt. Bickham was directed to pay Lieut. James Oliver £16 17, for Nine days' subsistance & Ferriage of 14 men, to be charged to Congress. Commodore Seymour was directed to issue all Orders respecting the Fire Ships, Fire Rafts and Guard Boats, thro' Captain John Hazlewood, who commands that Department.

Mr. Nesbitt was directed to pay James Currie, for a Firelock delivered to Mr. Towers, £2 15 0.

The following persons were sent off as Expresses, to be stationed at the undermentioned Places, for the purpose of forwarding Dispatches to this Board from Head Quarters, viz:

An order was drawn on Mr. Nesbitt, in fav'r of Mr. Benj'a Poultney, for two Thousand Dollars, to be charged to Capt. Geo. Bickham.

Capt. Geo. Bickham was directed to pay Capt. Elias Dawson £4 11 11, for subsistance for 5 men of his Company, on their March to Join General Washington, to be charged to Congress.

An order was drawn on Mr. Nesbitt, in fav'r of Capt. Henry Shade, for 200 Dollars, to be charged to Col. Joseph Penrose.

Capt. Bickham was directed to pay Capt. James Poe £10 15 3, for Travelling Expences of his Company, to be charg'd to Congress. Resolved, That Mr. Wm. Gray be appointed a Captain of a Company of Foot in the Continental Service, to be placed in some future Regiment.
