Jno. M. Nesbitt, Esq'r, was directed to pay the following Acco'ts.

Col. Bayard for Expences going to Chester with General Armstrong, &c., 57s, & 10s for Expences going to Fort-amo't £3 7 0.

Samuel Wheeler for the Balance of his Acco't, for Work done for Chevaux de Frize, £441 15 52, & one acco't amounting to £77 7 51, for Work done for the Brass Cannon Foundery and boreing Mill.

John Williams & Jacob Comly, for Halling Timber for the Armed Boat Delaware, £8 11 3.

Jacob Comley for Halling Cannon from the State House to the Commons to be proved, £17 15 0.

An order was drawn on Conyngham, Nesbitt, & Co., for Twenty five Blankets, to be delivered to Col. Gurney, for the use of Col. Humpton's Regim't.

Mr. Nesbitt to pay David Thomson £19 16 0, for the use of his wharf from 22 June to 26 Octob'r, is 198 days a 2s.

An order was drawn on Mr. Nesbitt in favour of Mr. Robert Irwin for £100, to be charged to his Acco't.

Mr. Nesbitt to pay Conyngham Nesbitt & Co., & Maurice Rogers, £208 9 6, for 121 Blankets.

Mr. Towers was directed to deliver Capt. Wm. Brown 60 Pikes, 45 Cutlasses, 2000 Musket Cartridges, 24 Puping Horns, 24 Bitts, & 24 Prickers, for the use of the Floating Battery Putnam.

Capt. Wm. Richards was directed to provide for Capt. Wm. Brown 20 Stand of Irons & Handcuffs for the Putnam Battery. Mr. Towers, Commissary, was directed to deliver Col. John Bayard One Hundred & Seventy Stand of Arms for the Use of the 2 Batalion of Militia of this City, taking his receipt for the same.

Mr. Nesbitt was directed to pay to Levi Hollingsworth an order drawn on this Board by Stephen Ceronie in favour of Cornelius Stevenson, for £137 Penn'a Currency, dated St. Thomas, 9th June, 1776.

In conformity to a Resolution of the Honorable Congress,

Resolved, That Mr. Samuel C. Morris be appointed to have the Care of the Prisoners of War within this State, and pay them the allowance granted them by Congress.

An order was drawn on Mr. Nesbitt in favour of Henry Miller, for £103 0 6, for Printing the Minutes &ca., of the Convention.

Resolved, That Mr. James Dundass, Assistant Superintendant and paymaster for the Works at Billingsport, be allowed 2s 6 p. day over and above his pay, in Consideration of Losses that may attend paying of moneys in such small Sums as his department must necessarily require.

Capt. W'm Richards was directed to deliver Mr. Abraham Mason as much Sail Cloth as he may have occasion, to make Sails for the Ship Montgomery.

An order was drawn on Mr. Nesbitt in favour of Messrs. Peter Dehaven & Co., for £500, to be charged to their acco't.

Col. Matlack was directed to deliver Capt. Rd. Eyers 35 Blankets, for the Seamen on board the Delaware armed Boat

An order was drrawn on Mr. Nesbitt in favour of Mr. Robert, Smith, for five hundred & fifty Pounds, towards Chevaux de Frize Built at Billingsport.

Mr. Nesbitt was directed to pay Mr. Owen Biddle for Linen, &ca., purchased by him for the service of this State, £339 12 10. Ordered, That Mr. Biddle be requested to employ persons to make up the Linen in his hands, belonging to this State, into shirts. An order was drawn on Jno. M. Nesbitt, Esq'r, in favour of Lieut. Colonel Geo. Nagle, for 1,000 Dollars, to be charged to Col. James Irvine, of the 9th Penn'a Regiment.

Mr. Nesbitt was directed to pay Mary Miller 4s 8, for 7 dinners for Capt. Shade's Comp'y, Col. Miles' Batt'n.

An order was drawn on Mr. Nesbitt, in favour of Col. Richard Humpton, for 2,000 Dollars, to be charged to his Acco't.

Col. John Bull was directed to deliver to George Losh one Tun of Salt Petre & Ten Hundred wt. of Powder, out of his Store at Norrington, taking his receipt.

Mr. Nesbitt was directed to pay Wm. Levering £27 14 0, for 40 Pick Axes, & 26 Spades, delivered to Col. Bull, for the Fortification at Billingsport.

Mr. Nesbitt to pay Wm. Levering £18 6 0, for 30 Spades & 12 Pitching Axes, delivered Mr. Towers.

Resolved, That Mr. Rittenhouse, Mr. Biddle & Col. Matlack, be a Committee to confer with the Cannon Committee appointed by Congress, and in Conjunction with them, to concert and execute a plan for exerting the utmost skill of all our Artists in this Important Branch of Business.

Mr. Nesbitt was directed to pay Willing, Morris & Co., for Cartridge Paper, delivered to Mr. Towers.

Mr. Nesbitt to pay James Oellers £3364 4 0, for 128 Casks of Powder, delivered to Mr. Towers.

Mr. Nesbitt was directed to pay Jeremiah Burrows £1269 7 6, for 1692 Bushels of Salt, @ 15s.

Mr. Nesbitt was directed to pay Major Thomas Proctor £59 4 11, for boarding of sick Soldiers belonging to the Artillery, & £50 on acco't of recruiting Expences, to be charged to his Acc't.

An order was drawn on Mr. Nesbitt, in favour of Allison & Worrel, for £50, to be charged to their Acco't.

Mr. Nesbitt to pay Emanuel Woodby £11 10, for Boat Hire. Mr. Robert Towers, Commissary, was directed to Deliver to the Marine Committee of Congress 1500 Shot, for 24 pound'rs, 1800 Shot, for 18 pounders, & 500 Bar Shot, for 18 & 24 Pounders, taking their receipt for the same.

Mr. Nesbitt was directed to pay Michael Grove, for riding Express to Berks County, to order the Militia to hold themselves in readiness to march to this City, £5 0 0.

Mr. Nesbitt to pay George Ginter for riding Express to Berks County, to order the Militia to march to this City, £6 17 6.

Resolved, That application be made to Congress for an order on their Treasurer for Forty Thousand Dollars, to be paid to Jno. Maxwell Nesbitt, Esq'r, on Acco't of the State of Pennsylvania.

Ordered, That Lieut. Col. Gurney & Mr. Morris, wait on the President with the above resolve, and request an order accordingly. In Consequence of the foregoing request, Congress sent an order on Michael Hillegas, Esq'r, for Forty Thousand Dollars, which Capt. Blewer is desired to deliver to Mr. Nesbitt.

Mr. Nesbitt was directed to deliver Capt. John Rice 20 Blankets, for the Use of the Armed Boat Convention.

Resolved, That the pay of the Officers of the Armed Boats, in the Service of this State, be as follows, to commence from the first day of October last :

Mr. Nesbitt was directed to pay Col. Francis Gurney £102′1 10, for Blankets, Mittins, &ca.

Resolved, That the Armed Boat Convention, commanded by Capt. John Rice, be ordered down to Cape May, to protect the trade of this State, agreeable to a request from the Secret Committee of Congress.

The Following Instructions were delivered to Captain Rice:

"Sir:

"In Council of Safety, Novem'r 18th, 1776.

The Secret Committee of Congress have informed this board that the Continental Cruicers are so employed that they cannot afford the necessary protection to the Trade of this State; you are therefore ordered to proceed to Cape May. You are not to leave that Station when any of the Enemie's Vessells are at the Opposite Cape, and to use your best endeavours to protect all trading Vessells belonging to the United States of America, and to the Islands of Bermuda or Bahamas, or to any Foreign State, except under the Dominion of the King of Great Britain; and in case of their being

in distress, you are to grant them all the Aid and Relief in your Power, and upon any number of the Enemie's Ships appearing off the Coast, you are to give Intelligence thereof to Mr. Henry Fisher, of Lewis Town, with the Course they Steer, and such other Circumstances relating to them as are of any importance to us; or if you should be able to transmitt the Intelligence by express to us more expeditiously than Mr. Fisher, you are to do it.

"And you are, at the same time, to use your endeavours to make Capture of and distress such of the Vessells belonging to the enemies of these States as come in your way; but if it should appear to you that the Enemy are coming with a Fleet to invade this State, you are, in that case, Immediately to return with the Convention to Fort Island.

"We confide in your discretion to execute the foregoing orders, so as to answer the Intention of this board, and that you will perform such other service as the nature of your Station will require; we therefore shall omit any further Instructions.

"N. B. If there are any vessels appear with an Ensign hoisted at the fore top Gallant mast Head, you may conclude it is a trading Vessel, in the Congress' Service, and you may give her any advice or assistance Accordingly; That being their signal to the Light House. Save your Salt Provisions as much as Possible, & provide your men with Fresh, if to be had at as low a rate as of the Commissary here."

An order was drawn on Mr. Nesbitt in favour of Capt. Jos. Blewer for £100, to be charged to his Acco't.

Mr. Nesbitt to pay John Bray for Riding Express to Chester County, to order the Militia to March to this City £5 5 0, to be charged to Congress.

Mr. Nesbitt to pay Mr. Towers' Acco't, £94 4 0.
