Dispatched expresses to Chester, Philad'a, Bucks & Northampton counties, to hasten the march of Militia to reinforce Gen'l Washington in New Jersey. ·

Resolved, That Major Proctor do send fifty of his Privates with proper officers, under the Command of Captain Thomas Forrest, to General Washington, without delay, that they are to take with them two Brass Field pieces belonging to this State, and Major Proctor is to lay before this board an estimate of Stores, waggons, and Camp equipage, necessary for that service, that they may be supplied without delay.

Resolved, That Mr. John Morris, jun'r, be appointed to act as Quarter Master of the Militia of this State, now ordered into Service, with the Rank, pay and Rations of a Lieutenant Colonel, and that he make application to the Quarter Master General for orders to prepare suitable Quarters for the Militia at Trenton, or such other Place as may be necessary, and that he pay due Obedience to such orders and Instructions as he may receive from him or the Deputy Quarter Master General.

Resolved, That all Vessells Cleared out at the Naval Office before this date, be suffered to depart this Port and Pass thro' the Chevaux de Frize.

An order was drawn on Mr. Nesbitt in favor of Elijah Dow, for £35 0 0, to be charged to his acco't.

An order was drawn on Mr. Nesbitt in favor of Jacob Lush, for one Ton of Salt Petre to manufacture.

Resolved, That no person be permitted to pass over the Ferries on Delaware and Schuylkil from this City with fire-arms, without especial orders from this Council.

Resolved, That Mr. John Fromberger, do deliver to Mr. Towers the 6000 Knap Sacks in his possession.

Resolved, That Major Lewis Nicola be appointed Town Major, and directed Immediately to enrol all such persons as are not fit to march with the militia, in the several wards in the City, as Guards.

An order was drawn on Mr. Nesbitt in favour of Col. John Cadwalader, for 3,500 Dollars, to be charged to his acco't, being for the purpose of paying a month's advance to his Battalion of Associators. Mr. Towers was directed to deliver Major Sam'l Nicholas 300 Bayonet Belts & Cartouch Boxes.

Mr. Nesbitt was directed to pay Gunning Bedford £120 0 0, for Carting sundries for Fire Rafts & other services for that purpose. Mr. Nesbitt to pay John Huddle £93 12 0, for 117 Barrels of Tarr delivered to Captain Hazlewood.

Resolved, That such of the inhabitants of the several wards in this City and districts as are not fit to march into the Field, do form themselves into Companies, in order to Guard the powder Magazine and Fire Rafts; to Patrol the streets at Knight, and do other duties that may be found necessary, for which service they are to receive Continental pay, and that they may enrol themselves immediately under Lewis Nichola, Esq'r, Town Major.

Delivered Captain Huston 11 Rugs & Blankets.

Resolved, That Captain Lang be permitted to enroll so many men as Volunteers to join his Company, as may be sufficient to augment said Company to seventy six privates, such Volunteers to enter into immediate pay, and to serve one month, unless sooner discharged; no men to be taken who are already enroled in any of the militia Battalions of the City & Liberties, or Counties in this State.

Resolved, That it is the opinion of this board, that all the shops in this City be shut up, that the schools be broke up, and the inhabitants engaged solely in providing for the defence of this City at this time of extreme danger.

An order was drawn on Mr. Nesbitt, in favour of Colonel John Bayard, for 3000 Dollars, for the purpose of paying his Battalion a Month's Wages, to be charged to his acco't.

An order was drawn in favour of Wm. Parr, Esq'r, for £100. Mr. Nesbitt to pay Matthew Moffatt, £30 0 0, towards Iron work done for the Chevaux de Frize.

An order was drawn in fav'r of Major Proctor, for £500.;An order was drawn in fav'r of Commodore Seymour, 400 Dol-. lars.

An order was drawn on Mr. Nesbitt in favour of James Barnes, £100, to purchase Blankets, to be charged to his acco't.

General Washington having recommended that the Militia of the State of Pennsylvania be formed into Brigades, and Officers appointed to command them; therefore,

Resolved, That the associators of the City & Liberties of Philadelphia, be formed into one Brigade under the command of Colonel John Cadwalader, as eldest Colonel.

An order was drawn Mr. Nesbitt, in fav'r of Christian Shaffer, for £100, to be charged to his acco't.

An order was drawn in fav'r of Messrs. Williams, for £150, towards building the Delaware Armed Boat, to be charged to their acco't.

The officers of the Second Battalion of Militia, having expressed some dissatisfaction with our appointment of Joseph Carson as Paymaster; therefore,

Resolved, That Doct'r David Jackson be appointed Paymaster in his Stead, to the said Battalion, he being recommended to us by the said Officers.

Mr. Nesbitt to pay Catharine Barr 10s for delivering a Gun left at her House by a deserter.

In Council of Safety.

PHILADELPHIA, December 3rd. Ordered, That the Ferryman of this City & Liberties, do immediately take over to Cooper's Ferries all their Boats, and the two large flat bottom boats belonging to this State, now at Kensington, under the care of Captain Benjamin Eyre, to transport the Maryland flying Camp across the Delaware to this City.

Mr. Nesbitt to pay Richard Chew £4 14 6, for Stone delivered at the piers at Fort Island.

An order was drawn on Mr. Nesbitt, in favor of David Potter, for £400 0 0, to be charged to his acco't.

An order was drawn on Mr. Nesbitt, in fav'r of Mr. John Hubley, for the Committee of Lancaster County, for £200, for the use of poor Associators' Families now in the Flying Camp.

Mr. Towers was directed to deliver Col Richard Hampton, of the 11th Pen'a Regiment in Continental Service, such arms & accoutrements as he may want for his Reg't, taking a receipt.

Mr. Nesbitt to pay Wm. Smith £37 0 6, for diching, &ca., at Fort Island.

An order was drawn on Mr. Nesbitt, in favour of Mr. Owen Biddle, for £1000, to be charged to his Acco't.

Resolved, That the Members in General Assembly for the Counties of Philadelphia, Chester, Bucks, & Lancaster, be applied to Immediately, to recommend proper persons in their respective Counties, to be employed by this board to Hire all the waggons in their Counties.

Resolved, That this board will furnish any persons who may form themselves into a Troop of Horse, with a brace of Pistols and a Broad sword; and it is recommended to the persons so forming a Troop, immediately to choose their Officers and Prepare to march, to Join General Washington with all expedition in their Power.

Mr. Nesbitt to pay Edward Wawhap £10 11 0, for Linen & woolen Cloth, &ca.

An order was drawn on Mr. Nesbitt, in fav'r of Col. Jno. Bayard, for 1500 Dollars, to be charged to his acco't.

Col. Stroud, for a Musket, £1 10 0.

Resolved, That the Militia of Northumberland County who turn out as Volunteers, do choose proper persons to be recommended to this Council, to be appointed Field Officers for the Battalion of said County.

An order was drawn on Jno. M. Nesbitt, Esq'r, in favour of Colonell Cadwalader, for £500, to be charged to his acco't.

Mr. Nesbitt to pay Mrs. Savadge £15 0 0, to be charged to Mr. Thomas Savadge.

The Council being informed that some waggons have lately been impressed into the public service by mistake, do hereby assure the Public that it is not their intention to impress any except in cases of the utmost necessity, they having employed proper persons to give generous prices to those who engage voluntarily, which, we hope, will render impressing unnecessary.

Resolved, That Mr. John Schaffer be appointed paymaster of The First Battalion of Militia of the City & Liberties of Philadelphia.

Mr. Nesbitt to pay Henry Wawhup for £8 15 0, for 8 yards of Clothe, & Sam'l Dickey £15 5 0, for 15 yds, do.

Capt. Wm. Richards was directed to deliver Mr. Daniel Evans half a Ton of Iron, for Tire for Gun Carriages, he to be accountable.

Mr. Nesbitt to pay Messrs. Robins, Dun, & Hail, £150 0 0, to be charged to their acco't.

The Council having found it necessary to call the attention of the Good people of this City to measures for its Immediate defence, ordered that the Shops should be shut up, &c. The readiness with which this order has been Complied with by all ranks of men, affords
