Mr. Nesbitt was directed to pay Jeremiah Baker £253 7, for Wood delivered at Barracks near this City, to be charged to Congress.

Ordered, That Capt. Joseph Blewer be ordered to apply to the Marine Committee, for the Cannon which have lately Arrived in the prize Vessels that they may be mounted on Traveling Carriages.

Ordered, That Capt. Joseph Blewer be ordered to make inquiry after suitable Cannon, to mount upon traveling Carriages, and apply to the owners for them.

Resolved, That Thomas Bartholomew Bowen be appointed a Captain in the ninth Pennsylvania Regiment in the Continental Service, Commanded by Colonel James Irvine.

Ordered, That Mr Robert Towers be directed to deliver the Public Arms to the Commanding Officers of Companies of Militia of the City & Liberties, upon their application, taking receipts for the

same.

Resolved, That the necessities of divers poor persons, women, children, &c., belonging to the Army, in passing thro' this City, requires the attention of this Board, and therefore the several members are required to relieve them as occations may offer, and this board will pay the Expence.

Resolved, That the Salt to be sent to the several Counties of this State be sold out to the Militia only who go into actual Service at this time, or to their families, in the manner directed in our resolve of the 23rd Instant, as sent to the Committees.

An order was drawn on Mr. Nesbitt, in favour of Col. Jas. Penrose, for 2000 Dollars, towards recruiting expenses for Tenth Penn'a Regiment, in Continental Service, to be charged to his acco't.

An order was drawn on Mr. Nesbitt, in favour of Mr. Matthew Irwin, for £1200, for the purpose of purchasing Blankets, &c., from the Inhabitants of the City & Liberties.

Mr. Nesbitt was directed to pay Geo. Hutton & others, for Forty Dollars, as a reward for apprehending John Denover, a highway rober.

Mr. Nesbitt to pay Geo. Ginter, for going express to York, Cumberland, & Lancaster Counties, to order Militia to March, £11 17 6, charge Congress.

James Barnes, for Glazing at the Hospital on Province Island, £4 2 6.

Esther Burke, for 10 Weeks' nursing Sick Soldiers, £5 10 0. An order was drawn on Mr. Nesbitt, in fav'r of Lieut. Col'l Nagle, for 3000 Dollars, to be charged to Col'l James Irvine of 9th Regiment.

Mr. Nesbit was directed to pay Icabod Groves for 25 tons Ballast, £5.

Mr. Nesbitt was directed to pay Fred. Verner £10, for Riding Express to York, Lancaster, & Cumberland Counties, to countermand marching of Militia.

Mr. Nesbitt was directed to pay John Pringle £243 15, for 130 Barrels Turpentine, (in Mr. Pringle's Store).

Mr. Nesbitt to pay Capt'n Nathan Gibson £6 5 0, for Powder Horns, &ca., &ca., to be charged to Col. Paschall.

Mr. Nesbitt was directed to pay Mr. Henry Wynkoop £44 18 8, for repairing Arms of Col. Kechline's Regiment.

Mr. Nesbitt to pay Mr. Wynkoop £1 12 0, for expences for collecting Arms from Non-associators in Bucks County, & £5 10 0, for a Riffle; £5 10 0, to be charged to Colonel Joseph Hart.

Mr. Nesbitt to pay Andrew Ashton £4 10 0, for Iron Work for the Armed Boat Delaware.

Mr. Nesbitt was directed to pay Christian Dull £18 9 9, for dieting Flying Camp men, to be charged to Congress; also £3 0 0, for nursing of Sick men.

Resolved, That Mr. George Bickham be employed as Quarter Master for this State, with the rank, pay, & Rations of a Captain; and that Mr. Biddle is to send, under his care, to the Pennsylvania Battalion, now Commanded by Major Williams, such a supply of Clothing as he has in his Possession, that they may Stand in need of.

Agreeable to resolve of Congress, a Commission for Letter of Marque was this day granted to Michael Barstow, Commander of the Brig Industry, mounting Ten Carriages' Guns, (4 Pounders,) Burthen about 100 Tons, navigated by Twenty-five men, owned by Blair McClenachan.

Resolved, That Mathew Brooke, Leonard Stoneburner, and Jacob Engle, do provide as many Teams as they can Immediately to remove the Stores from this City, for which service they are authorized to pay Two shillings & ten pencemile, for carrying Twenty Hundred weight from Philad'a, and shall be allowed Fifteen Shillings day each for their own Trouble, while they are employed in this service.

Resolved, That this Council will provide generously, and in the least exceptionable manner they can devise, for the Families of the associators, who shall march into New Jersey to Join General Washington, Exclusive of their pay, out of such monies as they have at their disposal, unless the House of Assembly shall, before that time, make the Interposition of this board Unnecessary. An order was drawn on Mr. Nesbitt, in favour of Colonel Richard Hampton, for 2000 dollars, for the purpose of paying Bounty money & recruiting expences for the Eleventh Penn'a Regiment.

Jno. M. Nesbitt, Esq'r, was directed to pay Capt. William Brown £214 9 9, being the Balance of his acc't for Bounty money & recruiting expences, &ca, & Sundry necessaries for the Putnam Battery.

Mr. Nesbitt was directed to pay Captain Henry Lott, of Bucks co, Three days Pay for himself, 2 Lieutenants, 2 Sergeants, one Drumer, & 16 Privates, they being on March to this City by a late order of the Council, to be charged to Congress.

Mr. Nesbitt was directed to pay Henry Wynkoop, Esq'r, for arms, &ca, Purchased by him & delivered to the Militia, Balance £10 10 0, also £223 16 41, being the Balance of his acco't as Treasurer for the Committee of Bucks County for

Ordered, That the proportion of Salt belonging to this State for the County of Philadelphia, be immediately put into the Hands of the Colonels or Commanding officers of the Battalions of Militia of said County, to be sold out on the terms mentioned in our resolves of the 23rd Instant, to the Militia who go into actual Service only.

Resolved, That in the present allarming situation of our affairs, it is Highly expedient that no vessells should be suffered to depart this Port untill further orders from this board.

The Commodore was directed to stop all vessels from passing thro' the Chevaux de Frize.

Ordered, That Capt'n William Brown do furnish a Guard for the Salt Vessels, when applied to by the Salt Committee for that purpose.

Resolved, That money be sent immediately to the Colonels of the Militia of Chester, Phila'd, Bucks & Northampton Counties, & City of Philadelphia, to Supply the Families of such associators as go into actual service and may stand in need of the same; and that each Battalion do Choose two subalterns, substantial Freeholders, who are to receive from the Colonels of their respective Battalions the said money and distribute it amongst the said Families, from time to time, according to their need, in the most discreet manner, for which money they are to account with this board.

Mr. Nesbitt was directed to pay Col'n Timothy Greene the sum of fifty-two pounds ten shillings, for the attendance of fifers and Drummers to his Battalion in Lancaster County.

Mr. Nesbitt was directed to pay Michael Goodman £4 16 0, & John Rabson 17s 6, for Porterage of Stores for Mr. Towers. Adjourned to 3 o'Clock, when the following members met: DAVID RITTENHOUSE, V. P.

Mr. Nesbitt was directed to pay Matthias Woolfert £42 0 0, for 600 Bushels of Coal, delivered to Major Loxley, for the use of the Brass Cannon Foundery.

Mr. Richard Dormond was employed by this Council to procure 10 Waggons at the Same rate Mr. Brooks was employed yesterday, if he procures 10 waggons, & in proportion for any lesser number. December 2nd, 1776.

Resolved, That Mr. Abraham Hargues be appointed first Lieutenant under Captain Long, in the 10th Battalion, Commanded by Col. Penrose.

Resolve, That Mr. William Brown be appointed first Lieutenant under Captain Irwin, in the 9th Battalion, Commanded by Colonel Irwin.

Resolved, That Mr. Joseph Carson be appointed Paymaster to the Second Battalion of associators of this City.

Wm. Parr, Esq'r, was directed to remove all the Records and Public Papers in his Possession to Lancaster immediately.

Resolved, That the members of Assembly be requested to nominate suitable persons for Field Officers to Command the militia in the Counties of Lancaster, York, Berks, Cumberland, Bedford, Westmoreland, and Northumberland, and return their names to this Council to be Commissioned.

Mr. Nesbitt was directed to pay Messrs. John Barnhill & John Wilson £150 00, for the purpose of Purchasing Blankets & Stockings from the Inhabitants of this city, to be charged to their acco't. Mr. Nesbitt to pay Hill & Marrot £94 12 8, for a flat Bottom Boat, Oars, &ca.

Mr. Nesbitt was directed to pay Alexander Mackey £71 5 0, & £106 17 6, for Waggon Hire, &ca., to be charged to Congress. Mr. Nesbitt to pay Wm. McMullen £42 2 6, for days' works on board the armed Boat Convention.

Resolved, That Mr. Joseph Redman, Jun'r, be appointed Surgeon, & Mr. Hugh Hodge, Jun'r, Surgeon's mate, to Colonel Bayard's Battalion of Militia of the city of Philadelphia.

Mr. Nesbitt to pay Jacob Myers £12 16 10, for Smith's Work done at Fort Island.

Capt. Newman is permitted to take one or two of the Field pieces in the State House yard, & proceed with them and his men to the assistance of G'l Washington.

An order was drawn on Mr. Nesbitt in favour of Major Lewis Nicola for £150 0 0, on acco't of Repairs of Barracks, &ca., to be Charged to his acco't.

Resolved, That Mr. Isaac Coates & Mr. Conrod Weaver be added to the Committee appointed to Collect Blankets & Stockings.

Resolved, That Capt. Samuel Williams be appointed Lieut't, & Capt. Thomas Read to join General Washington.

Adjourned to 3 o'clock.

Resolved, That Mr. William Richards & Mr. Mathew Clarkson be appointed to provide every necessary for accommodating the militia on their passage from here to Trenton, to have Oars fixed to each Shallop, and proportion the number of men each can carry.
