The expenses incurred by the Institution in the boxing, packing, forwarding, and payment of agents, on account of the transmission of government documents, were finally repaid by act of Congress, on a proper representation being made by the Library Committee. Arrangements effected with most of the governments interested in the system of exchanges have resulted in instructions to their respective representatives in Washington to facilitate such operations officially; and accordingly their several consuls at New York and Baltimore now act as our forwarding agents. It is but a just recognition of the great liberality of certain shipping companies to state that in those cases where the consular agents are not available, they have accorded to these transmissions of government documents the same favor of free freights. which they had granted to the Smithsonian packages.
