From these papers it appears that the post is still in an unfinished condition, and that to complete it in a proper and substantial manner, including a system of water supply, which is very important as a protection against loss by fire, will require $50,000 additional. The estimate is approved by the department and division commanders, and the preceding indorsement of the Lieutenant-General, to which attention is called, very clearly sets forth the importance of maintaining and completing the post in a proper manner. Sabject to the further approval by the General of the Army, I recommend that Congress be asked to appropriate the $50,000 called for by the plans and estimates herewith.
