SIR: I have the honor to report that, to meet the demands of the service for the current fiscal year, an additional appropriation for wrapping-paper of $5,000 will be necessary, and to suggest that Congress be urged to supply the deficiency at the earliest day consistent with the forms of legislation.

For the reasons following:

That for the article of wrapping paper the appropriation for the current fiscal year was underestimated at $20,000, while the expenditure for this purpose in 1881, as shown by the report of the Auditor, page 666, report of Postmaster-General 1881, was $24,900.

The average cost of wrapping-paper per quarter, under the present contract, is $6,500. The present supply, it is believed, will be exhausted by the first proximo, leaving more than one quarter before the contractor for the next year will be prepared to deliver paper under his contract.

There is every reason to expect that requisitions on the agency for the current quarter will be equal to the last, if not in excess of it.

The whole number of post-offices is increasing, and the postal business likewise, in a still larger ratio.

The requirements of the blank agency must therefore increase accordingly.

I therefore respectfully ask that there be made an appropriation of $5,000 for wrapping-paper.

SIR: In answer to resolution of the House of Representatives calling on me for "report of the annual gross and annual net earnings of the Central Pacific, Kansas Pacific, Union Pacific, Central Branch Union Pacific, and Sioux City and Pacific Railroad Companies, from the commencement of operations of each of said companies until the present time," I have the honor to transmit herewith the statement called for, prepared in the office of the Commissioner of Railroads, together with copy of his letter transmitting it.

SIR: In response to the resolution of the House of Representatives of February 21, 1882, requesting a "report of the annual gross and annual net earnings of the Central Pacific, Kansas Pacific, Union Pacific, Central Branch Union Pacific, and Sioux City and Pacific Railroad Companies, from the commencement of operations of each of said companies until the present time," referred to this office for report, I have the honor to inclose the statements required.

It is proper to add that this office has no official returns prior to July 1, 1878. The returns previous to that date are, however, believed to be reliable, and have been compiled from the official reports and other data furnished by the several companies from time to time to this office. This answer was delayed in order to procure the statement of the Sioux City and Pacific Railroad, which was not received until the 14th instant.
